Under the general supervision of the Behavioral Health Services Portfolio Manager, serves as a Software Database and Exchange Manager for the Group. Performs advanced management and/or oversight activities for daily operations of Texas Health and Human Services Commission (HHSC) business software databases and data exchange systems maintenance as well as managing new, replacement and enhancement software database development projects, and consulting on computer related purchases and long-range computer related plans. Work involves establishing short-term, mid-term, and long-term goals and objectives; developing guidelines, procedures, policies, rules, and requirements; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and/or evaluating budget requests; and coordinating software projects in compliance with the HHSC system development methodology. Managers day-to-day activities of a technical and professional staff of database developers and data exchanges administrators by planning, assigning and monitoring work; train, mentor, and evaluate employee performance; reward, discipline and/or resolve employee relations problems; coordinate/approve employee leave to minimize impact on daily operations; and assist manager in hiring new employees. Works under minimal direction with moderate limits for the use of initiative and independent judgment. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other work locations may be required. Performs other duties as assigned.
Essential Job Functions

EJF 1. Oversees and monitors the database and data exchange of existing systems; monitors the resolution of software production problems; and ensures the preparation of system level documentation for use by staff and system users. (40%)
EJF 2. Plans, assigns, supervises, and evaluates staff. Counsels, disciplines and recommends resolution for employee problems. Recommends merit increases, promotions and bonuses. Oversees staff schedules, including approval of leave. Assists in training new personnel. Interviews job applicants and make hiring recommendations. Facilitates team meetings. (25%)
EJF 3. Interfaces with customers and co-department managers effectively to provide automated solutions to problems. Consults with customers on software/hardware purchases. Reviews software/hardware justifications and requisitions and recommends approval/disapproval. (10%)
EJF 4. Coordinates projects and maintenance activities with other group, branch, and unit managers as needed. Keeps operations updated on priority runs and on-call schedule. Assists in developing strategic plans. Assists in developing agency information resource plans and budgets. Prepares management level reports, such as priority lists, quarterly reports, and operating plan. Advise management of the status and progress of projects and other tasks being conducted. Effectively communicates, both written and verbally. Presentations are well prepared and effective. (10%)
EJF 6. Supervises team leaders or highly complex projects that require coordinating, planning, and scheduling during project development and implementation stages. Supervises and oversees day-to-day operations so that projects are completed on time, within budget, and within scope and quality requirements. Assures project managers conform to and comply with all related policies, standards, procedures, activities, and that required reports are provided to HHSC and oversight agencies. Oversees advanced systems analysis and design duties including writing specifications, preparing preliminary analysis/design plans, user requirements, schedules, and budgets. Oversees the preparation of charts, diagrams, and tables that depict the present and proposed systems in terms of costs, benefits derived, and tasks accomplished. May facilitate user design sessions. Ideas are expressed clearly and concisely, both written and verbally, and to address audiences effectively. (10%)
EJF 5. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. (5%)

Initial Screening Criteria
Graduation from an accredited four-year college or university with a major in Computer Science, Software Engineering, IT Management or related field. Minimum of 8 years' experience as a Software Database Manager or similar job function with at least two of the eight years in a management role.
Experience with effective organization and supervisory management skills for Oracle/Linux database and data exchange teams.
Experience with effective team facilitation and mentoring skills
Experience with project management and database/data exchange development methodology
