We are seeking a Deputy Program Manager (DPM) to join our team and support our National Security client. The DPM will support our DHS Program Manager and program, as well as contribute to the growth of our National Security portfolio.
The ideal candidate will be a direct customer interface for all Vetting program related projects and understand the technical scope and status of each. The candidate will be responsible for reporting of relevant projects, and support the PM with program oversight, resource management, risk management, financial management, service delivery, customer relationship management, service operations, and incident management.
Essential Duties and Responsibilities:
- Provide direct support to Program Manager and management of the overall program.
- Provide business and technical leadership and reporting, interfacing directly with technical teams and customer stakeholders.
- Develop trusted technical relationships with appropriate government program and contracts leadership and stakeholders, Unissant teammates, and Unissant partners.
- Build and maintain knowledge repository of full business and technical scope of the program and associated projects and systems, including interdependent programs, teams, and systems.
- Identify critical success factors at onset and throughout program lifecycle and ensure removal of barriers to success.
- Monitor metrics and key performance indicators, effectively communicate, and keep Unissant program leadership and client stakeholders aware of project status, budget utilization, issues, risks, and successes. Escalate critical items appropriately.
- Support defining of staffing requirements and evaluating new candidates.
- Support P&L, budgets and forecast through financial controls.
- Support growth of contract and directly interface with Unissant corporate technical and growth teams to enhance delivery on the program.
- Identify and champion opportunities to expand the business benefits of the program beyond current scope by developing business cases that qualify and quantify the anticipated return on additional client investment.
- Provide corporate growth support, across DHS, and within other Government agencies as required.
- Advocate and communicate the program's value and accomplishments to internal and external stakeholders.
Work Experience:
- Must have 8 years of experience leading within large IT development and systems environments and programs, including experience managing both new development & Operations and Maintenance (O&M) and related systems supporting National Security agencies.
- Must have at least 8 years of experience interfacing with clients at the program management level.
- Demonstrated success meeting and exceeding client expectations for deliverables and service quality.
- Must have experience and finesse dealing with all levels of senior management including C-level management.
- Must have demonstrated strengths in organizational skills required in selecting, motivating, and developing staff.
- A track record of continuous improvement and the identification of potential operational and process risks and formulate/implement effective mitigation plans.
- Experience in IT project/program management with specific emphasis in application/software development and sustainment, encompassing large scale multi-applications/systems environments.
- A track record of program growth and development.
- Experience in developing and maintaining plans such as Program Management Plan and weekly status reports,
- Experience managing public sector cloud implementations (AWS preferred)

Education:
- Bachelor's Degree is required. Preferred field of study in Computer Science, Information Technology, Information Systems, Operations Management, or related field of study.
- MBA/Master's Degree in a relevant field of study preferred.
Certificates, Licenses and Registrations:
- Project Management Professional Certification (PMP) required.
- ITIL v.3/4 Foundations, Intermediate or Advanced preferred.
- AWS Cloud Practitioner certification preferred.
- Agile certification(s) preferred
- Other technical certifications will be considered also.
Communication Skills:
- Excellent verbal and written skills, ability to present proposals and performance data, comfortable interfacing all levels of organization.
- Ability to write clear and concise creative content in a highly confidential manner.
Clearance Requirements:
- Ability to obtain and maintain a DHS Public Trust clearance is required.
Travel:
- Willingness to travel regularly to customer site in the Washington DC metro and corporate office in Herndon, VA.
- Willing to travel to other locations occasionally as needed (up to 10%).
Environmental Requirements:
- Mainly a routine office environment.
- May be required to lift up to ten (10) pounds
- Flexible in working extended hours
