American Computer Services, Inc. (ACS) is seeking a highly skilled Lead/Senior .NET Developer who is willing to combine both application and database development roles to support and evolve a custom-developed enterprise Budget System (ASP.NET / SQL Server) that underpins large-scale operational and financial planning initiatives.
This role is responsible for the design, development, maintenance, and optimization of the core infrastructure, application instances, and databases required to support the Budget System, specifically the Annual Operational Plan, Biennial Plan, and Budget Manual. The selected consultant will work closely with application leadership and business stakeholders to ensure system stability, scalability, security, and long-term performance.
This is a strategic, high-impact role suited to a seasoned architect who can operate at both the enterprise architecture and hands-on technical levels.
You MUST have:
Core Technical Expertise
- Enterprise application development using VB.NET/C#
- SQL Server installation, maintenance, optimization, and performance tuning
- Design and support of SSIS packages
- Strong knowledge of MSDTC configuration and troubleshooting
- Experience designing and maintaining Transparent Data Encryption (TDE)
- Development of Windows and Web Services
- Experience designing and testing disaster recovery solutions
- Strong understanding of secure, scalable application and database architecture

- Ability to independently design, maintain, and optimize complex technical ecosystems
- Proven capability supporting large, enterprise-grade systems
- Experience mentoring technical staff and promoting best practices

Responsibilities:
- Own and maintain the central infrastructure, application environment, and database ecosystem supporting the Budget System
- Design, develop, and optimize .NET-based applications and backend services
- Build and maintain data extraction packages and structured data layouts
- Support and enhance complex, mission-critical enterprise applications
- Mentor and guide internal development teams on .NET architecture and best practices
- Lead SQL Server performance tuning, optimization, and security initiatives
- Design, document, and test disaster recovery and business continuity plans
- Develop and maintain Windows and Web Services
- Produce and maintain technical architecture diagrams, infrastructure documentation, and system specifications
- Provide advanced troubleshooting, root cause analysis, and problem resolution
- Support compliance-driven business processes and operational requirements
- Perform additional analysis and support activities at the direction of application leadership
Education
- Bachelor’s degree in Computer Science, Information Technology, or a related discipline
