Senior Technical Program Manager / Network Infrastructure & Transformation

  • This position will own an enterprise network program composed of multiple projects/workstreams, budgets, vendors, dependencies, and executive stakeholders.
  • 10–15+ years overall experience and 5+ years specifically leading major network/infrastructure programs

 Position Summary

The Senior Technical Program Manager – Network Infrastructure & Transformation is responsible for planning, executing, and delivering network infrastructure projects on time, within scope, and within budget. This role combines core program management discipline with hands-on coordination of external vendors and service providers, serving as the primary liaison to ensure smooth, timely, and transparent communication between internal stakeholders and outside partners throughout the project lifecycle.

Responsibilities | Scope:

  • Program-level ownership: Lead multiple concurrent, interdependent network infrastructure projects as an integrated enterprise program, managing dependencies, priorities, milestones, and overall delivery.
  • Enterprise network transformation: Lead large-scale network modernization initiatives spanning LAN/WAN, SD-WAN, routing/switching, firewalls, Wi-Fi, cloud connectivity, and legacy network migrations.
  • Strategic roadmap: Develop and manage multi-quarter program roadmaps, implementation strategies, sequencing, and deployment plans across multiple business locations and technology teams.
  • Executive leadership: Provide executive-level program reporting, including overall program health, milestones, financials, risks, dependencies, decisions, and remediation plans.
  • Complex carrier/telecom programs: Own carrier and ISP workstreams involving circuit ordering, provisioning, installation, testing, turn-up, migration, and legacy circuit decommissioning.
  • Financial ownership: Manage program-level budgets, forecasts, vendor spend, SOWs, purchase commitments, and financial variances.
  • Governance: Establish program governance, RAID management, dependency tracking, escalation processes, change control, and executive steering committee reporting.
  • Cross-functional leadership: Drive execution across Network Engineering, Infrastructure, Cloud, Security, Architecture, Operations, Procurement, vendors, carriers, and business stakeholders.
  • Vendor strategy: Manage multiple strategic technology vendors, MSPs, carriers, and equipment providers; oversee performance, SLAs, contractual commitments, escalations, and delivery accountability.
    • Be able to work with 3 external vendors -- Comcast for site builds, Palo Alto for firewall and Info Blocks for networks.
  • Cutover/readiness: Lead implementation readiness, testing, change approvals, cutover planning, go-live coordination, stabilization, and post-implementation reviews across complex network deployments.
  • Program risk management: Proactively identify systemic risks and cross-project dependencies and drive resolution across technical and business organizations.

Required Qualifications

  • 10 – 15+ years of project/program management experience, with a focus on IT infrastructure and network projects
  • Solid understanding of networking concepts (LAN/WAN, routing/switching, firewalls, SD-WAN, cloud connectivity)
  • Demonstrated experience managing external vendor relationships and contracts
  • Strong verbal and written communication skills, with the ability to translate technical concepts for non-technical stakeholders
  • Proficiency with project management software and collaboration tools
  • Excellent organizational skills and ability to manage multiple concurrent projects and vendors
  • Bachelor's degree in Information Technology, Computer Science, Business, or related field (or equivalent experience)

 Preferred Qualifications

  • PMP, PRINCE2, or CAPM certification
  • CCNA, Network+ or equivalent networking certification
  • Experience with ITIL change management processes
  • Prior experience negotiating vendor contracts or SLAs
  • Familiarity with telecom circuit ordering and carrier coordination
