Summary

Project Summary
Program, a large-scale initiative to replace a mainframe-centric legacy environment comprising over 100 computer systems built across 40 years with a cloud-first, modern system of systems. To support this transformation, the Program requires one (1) Senior-level Integrated Scheduler to develop, manage, and maintain the Program’s integrated schedule, drive critical path analysis, and provide schedule management leadership across all workstreams. This role requires expert-level proficiency in Microsoft Project, strong strategic planning skills, and the ability to collaborate with diverse contributors to monitor risks, escalate issues, and ensure consistent tracking and reporting of program activities. The Integrated Scheduler will serve as a senior schedule management resource embedded with the Program, working closely with project managers, project leads, subject matter experts, and agency staff to maintain schedule integrity and support program decision-making across a multi-year program horizon.
 
Required Competencies:
  • Integrated Schedule Management: Expert ability to develop, manage, and maintain a program-level integrated schedule using Microsoft Project, including critical path analysis, resource constraint management, milestone tracking, and baseline management across multiple concurrent workstreams.
  • Risk & Issue Management: Proven ability to monitor, track, analyze, and escalate schedule risks and issues across individual workstream schedules and the program-level integrated schedule. Skilled at proposing and documenting mitigation strategies in coordination with project managers and program leadership.
  • Schedule Reporting & Performance Monitoring: Ability to design, generate, and distribute effective schedule performance reports, leveraging Microsoft Project capabilities to optimize monitoring and reporting for program and project teams at all levels.
  • Coaching & Knowledge Transfer: Demonstrated ability to provide direct coaching and knowledge transfer on Microsoft Project best practices, schedule management methodologies, and performance monitoring techniques to project management staff and others with varying skill levels.
  • Collaboration & Stakeholder Engagement: Proven ability to collaborate with diverse contributors including project managers, project leads, subject matter experts, agency program and project staff, and other relevant parties to coordinate schedules, monitor workstream progress, and support effective program management.
  • Strategic Communication: Strong ability to clearly communicate complex schedule and project management topics in business terms to internal and external stakeholders with varying degrees of knowledge about technology and business operations, including governance groups and program leadership.
  • Analytical Thinking & Problem Solving: Ability to regularly track, analyze, evaluate, and report program schedule data; synthesize schedule performance information into clear, actionable insights and recommendations to support program decision-making and risk mitigation.
  • Business & Technology Acumen: Ability to communicate technology and project management topics in clear business terms, bridging the gap between technical schedule data and business-relevant program information for a variety of audiences.
  • Leadership & Organizational Alignment: Strong strategic planning and leadership skills; able to work proactively and collaboratively with project managers, project leads, SMEs, and agency staff to develop effective project plans, monitor scope, and maintain schedule integrity throughout the SOW term.
  • Planning & Prioritization: Manages multiple workstream schedules and program deliverables with discipline, adapting to shifting program priorities, resource constraints, and evolving project needs across the Program.
 
Required Qualifications:
  • Bachelor’s or Master’s degree in project management, Business Administration, Information Technology, or a related field; or equivalent professional experience.
  • Minimum ten (10) years of progressive experience in project or program schedule management, with at least five (5) years on large-scale IT modernization or transformation programs.
  • Expert-level proficiency in Microsoft Project, including critical path analysis, resource leveling, baseline management, schedule performance monitoring, and schedule reporting.
  • Demonstrated experience developing and maintaining integrated program schedules across multiple concurrent workstreams, incorporating resource constraints, milestones, and task dependencies.
  • Proven experience identifying, escalating, and documenting schedule risks and issues, and developing mitigation strategies in coordination with project managers and program leadership.
  • Experience working within program management offices (PMOs) on large-scale government or enterprise technology programs, supporting multiple project managers and workstream leads.
  • Experience working in a matrixed environment of contractor, vendor, and state government resources.
  • Ability to organize and prioritize in a high production, fast-paced environment.
  • Demonstrated ability to coach and transfer knowledge on Microsoft Project best practices, schedule performance monitoring, and reporting to project management teams with varying skill levels.
  • Strong strategic planning and leadership skills, with demonstrated ability to communicate complex schedule and project management information clearly to audiences with varying levels of technical knowledge.
  • Proficiency with the full Microsoft 365 suite including Project, Teams, SharePoint, Excel, Word, and PowerPoint; able to produce professional-quality schedule reports and status materials independently.
  • Experience coaching and mentoring project management teams on schedule management, Microsoft Project usage, and scheduling best practices in a large program environment.
  • Strong collaboration, facilitation, and relationship-building skills with experience working across diverse contributor groups including project managers, SMEs, and agency program staff.
  • Current Project Management Professional (PMP) certification from the Project Management Institute (PMI), or equivalent, in good standing.
