Role Summary
We are seeking an Organizational Designer to lead the design of a Target Operating Model (TOM) for newly established Shared Service Platforms (SSPs)—virtual, cross-country hubs that consolidate back-office capabilities. Your work will define how each platform is structured, led, staffed, and integrated with country offices and global functions to improve sustainability, service quality, and adherence to enterprise standards.
You will translate strategic intent into a practical, financially sound TOM, including leadership roles, reporting lines, service catalogues, and staffing blueprints. You’ll validate business cases (FTE, SPC targets, setup costs), identify duplications, create org charts, and outline transition paths—working closely with SMEs, Regional Directors, and project governance to accelerate delivery in priority clusters.
Key Responsibilities
- Design the TOM for each Shared Service Platform: leadership model, reporting lines, spans/layers, service delivery approach, and staffing blueprint.
- Develop the service catalogue and operating principles for Finance, Supply Chain, Awards/Grants, Digital, and HR services across multi-country clusters.
- Build the business case (FTE sizing, SPC targets, setup/transition costs) and validate financial feasibility by cluster.
- Produce org charts for platforms and impacted country offices; identify duplications and rationalization opportunities.
- Define integration with country leadership and global functions, including single points of accountability and governance rhythms.
- Outline transition pathways and change impacts to inform a multi-wave implementation plan.
- Facilitate workshops with SMEs, Regional Directors, and vendors/partners; document decisions and maintain design artifacts.
- Tailor the TOM to regional nuances (legal, regulatory, labor market, readiness) while maintaining consistent design principles.
Key Requirements
- 10+ years in operating-model design, organizational design, or shared services transformation, ideally across multi-country or highly distributed environments.
- Demonstrated success designing virtual shared service models and “follow-the-sun” service delivery across time zones.
- Strong financial modelling skills (workforce sizing, run-rate/one-time costs, SPC targets, scenario analysis) and familiarity with donor-funded environments.
- Experience across Finance, Supply Chain, Awards/Grants Management, Digital/IT, and HR process areas; ability to define cross-functional service catalogues and SLAs.
- Advanced capability in org design tooling (org charts, spans/layers, RACI, capability maps) and documentation/facilitation.
- Proven stakeholder management with country leaders, regional directors, and global functions; skilled at consensus building and structured decision-making.
- Clear, concise communication; high organizational savvy, cultural awareness, and change-management mindset.
- NGO or distributed-organization experience preferred; fluency in operating standards and compliance expectations is a plus.
