Role: Oracle Data Warehouse Manager (MidSenior Level)

Job Description:
The Oracle Data Warehouse Manager is responsible for the strategy, design, delivery, and ongoing management of the enterprise Oracle-based data warehouse supporting a health plans clinical, claims, financial, and operational analytics. This role provides both technical leadership and people management, ensuring data is accurate, secure, scalable, and compliant with healthcare regulations.
Key Responsibilities:
Data Warehouse Leadership
Own the architecture, roadmap, and lifecycle management of the Oracle data warehouse and related data marts.
Lead the design and optimization of dimensional and relational models supporting claims, enrollment, provider, utilization, quality, and finance domains.
Ensure high performance, availability, scalability, and reliability of the data warehouse environment.
Management & Governance
Manage and mentor a team of data warehouse developers, ETL engineers, and analysts (employees and/or contractors).
Establish and enforce data governance standards, data quality controls, metadata management, and documentation practices.
Partner with compliance, security, and privacy teams to ensure adherence to HIPAA, HITRUST, and internal data governance policies.
ETL / Data Integration
Oversee development and maintenance of ETL/ELT pipelines using Oracle technologies and related tools.
Integrate data from core health plan systems such as claims adjudication, enrollment, provider systems, EHR feeds, and vendor data sources.
Monitor and resolve data load failures, data anomalies, and performance bottlenecks.
Business Partnership
Collaborate with business stakeholders across Clinical, Finance, Actuarial, Quality, Population Health, and Regulatory Reporting.
Translate business and regulatory requirements into scalable data solutions.
Support downstream analytics, BI, and reporting platforms used for operational and executive decision-making.
Operational Excellence
Manage release planning, production support, and change management for the data warehouse.
Drive continuous improvement through automation, performance tuning, and adoption of best practices.
Manage vendor relationships and coordinate with offshore or third-party development teams as applicable.
Required Qualifications:
Bachelors degree in Computer Science, Information Systems, or a related field (Masters preferred).
7+ years of experience in data warehousing, with at least 3 years in a lead or management role.
Deep hands-on experience with Oracle databases (e.g., Oracle 12c/19c) and Oracle data warehouse architectures.
Strong SQL and PL/SQL expertise.
Proven experience designing and managing large-scale data warehouses.
Experience in healthcare or health insurance environments, including claims and enrollment data.
Demonstrated people management and stakeholder management experience.
Preferred Qualifications:
Experience with Oracle Exadata, Oracle Data Integrator (ODI), or similar ETL tools.
Familiarity with cloud-based Oracle solutions (e.g., OCI) or hybrid data architectures.
Knowledge of healthcare data standards and regulatory reporting (CMS, HEDIS, risk adjustment).
Experience supporting BI tools (e.g., OBIEE, Tableau, Power BI).
Strong understanding of data security, auditing, and compliance requirements in regulated environments.
