Summary

We are seeking to hire a Master Scheduler for large-scale Medicaid implementation / modernization programs, to join our teams working on a new multi-year awards we have within several State Gov’t clients, modernizing their Medicare/Medicaid systems.  These roles are 100% remote.

 

Being a US Cit is required for working on this program.

 

This position pays a strong salary package with full benefits (including choice of healthcare plans, dental, vision, life insurance, 3 weeks PTO, 11 Paid Federal Holidays, and a matching 401k).

 

An option for working on an hourly rate is also available for those not needing a full benefits package.

 

Job Summary

The Master Scheduler is responsible for developing, maintaining, integrating, and analyzing enterprise -level Integrated Master Schedules (IMS) supporting Medicaid Design, Development, and Implementation (DDI), modernization, operations, and regulatory compliance initiatives. This role serves as the schedule management subject matter expert and is accountable for schedule quality, integrity, forecasting accuracy, dependency management, baseline control, critical path analysis, and executive reporting across large-scale Medicaid programs. The Master Scheduler partners with Program Leadership, the PMO, Project Managers, Workstream Leads, vendors, and client stakeholders to provide schedule visibility, identify risks, and support successful delivery of contractual commitments and program milestones.

 

Key Responsibilities

Integrated Master Schedule Management

·        Develop, maintain, and govern Integrated Master Schedules (IMS) for Medicaid programs.

·        Ensure the Integrated Master Schedule fully aligns with the Software Development Life Cycle (SDLC) by aligning project, vendor, operational, and workstream activities, dependencies, and milestones across the program lifecycle

·        Ensure schedules accurately reflect approved scope, contractual deliverables, milestones, dependencies, assumptions, and constraints.

·        Establish and maintain schedule baselines and support re-baselining activities when approved through governance processes.

·        Maintain schedule configurations, calendars, coding structures, and custom fields.

Schedule Analysis and Forecasting

·        Perform ongoing schedule health assessments and quality reviews.

·        Conduct critical path, near-critical path, float, variance, and trend analysis.

·        Identify schedule risks, forecasting issues, negative float conditions, and milestone slippage.

·        Develop recovery scenarios and recommend corrective actions.

·        Analyze schedule impacts related to scope changes, change requests, and resource constraints.

Dependency and Milestone Management

·        Facilitate dependency identification, tracking, and management across program workstreams.

·        Coordinate dependency review workshops and schedule walkthrough sessions.

·        Monitor internal and external dependencies and escalate issues requiring leadership intervention.

·        Ensure all contractual, regulatory, and program milestones are incorporated and actively managed.

Medicaid Program Delivery Support

·        Support Medicaid system modernization, provider enrollment, claims, eligibility, pharmacy, care management, and related solution implementations.

·        Track CMS certification, MITA alignment, testing, operational readiness, and transition-to-operations milestones.

·        Ensure schedules align with Medicaid contractual requirements, deliverable expectations, and state-specific reporting standards.

·        Support DDI, enhancement, and operational initiatives across multiple program phases.

Schedule Governance and Reporting

·        Prepare executive schedule reports, dashboards, and KPI summaries.

·        Report critical path changes, milestone variance, forecast completion dates, and schedule performance metrics.

·        Maintain schedule management standards, templates, methodologies, and procedures.

·        Support program governance meetings, status reviews, audits, and leadership briefings.

Stakeholder Engagement

·        Partner with Program Managers, Workstream Leads, PMO staff, clients, and vendors to collect schedule updates and validate forecast information.

·        Facilitate schedule walkthrough meetings and planning sessions.

·        Provide schedule guidance, coaching, and mentoring to project schedulers and project teams.

·        Support proposal development and schedule creation for new Medicaid opportunities.

Schedule Quality Assurance

·        Verify schedule compliance with organizational scheduling standards and industry best practices.

·        Validate logic integrity, resource assignments, constraints, task durations, and work breakdown structures.

·        Monitor schedule quality indicators and drive continuous improvement initiatives.

·        Maintain schedule documentation, assumptions logs, baseline logs, and schedule analysis records.

 

Required Qualifications

Education

·        Bachelor’s degree in Project Management, Business Administration, Information Systems, Healthcare Administration, Engineering, or a related field.

·        An equivalent combination of education and experience may be considered.

Experience

·        10 or more years of Microsoft Project scheduling experience.

·        10 or more years managing Integrated Master Schedules for large-scale technology or healthcare programs.

·        Experience supporting SDLC-driven projects from planning through implementation and operational readiness.

·        Experience supporting Medicaid, MMIS, PBM, Provider or large healthcare programs preferred.

·        Experience supporting DDI, system modernization, implementation, or enterprise transformation programs.

Technical Skills

·        Advanced expertise in Microsoft Project.

·        Strong understanding of schedule development, logic sequencing, and critical path methodology.

·        Experience with schedule baselining and variance analysis.

·        Proficiency in Microsoft Excel, Power BI, SharePoint, and the Microsoft Office suite.

·        Knowledge of Earned Value Management (EVM) concepts and schedule performance measurement.

·        Ability to analyze large, complex schedules with multiple workstreams and cross-functional dependencies.

 

Preferred Qualifications

·        Project Management Professional (PMP®) certification.

·        Experience supporting CMS certification activities.

·        Knowledge of Medicaid business operations and healthcare program delivery frameworks.

·        Experience working within PMO and governance environments.
