Job Role: Lead Business Analyst Specialist
Location: Austin, TX (Remote – Must be local to Austin area)
This role focuses on leading a large-scale MIS requirements documentation initiative supporting a public health benefits management system and EBT solution. The position bridges business operations, regulatory compliance, and technical system analysis to ensure accurate, comprehensive, and regulation-aligned system requirements documentation. The Lead BA will oversee business and gap analysis efforts, stakeholder engagement, and project execution to support program objectives.
Responsibilities
(Including but not limited to)
• Lead the end-to-end MIS requirements documentation project, including current-state system review and functionality assessment.
• Develop and manage the project plan covering business analysis, requirements gathering, and gap analysis against federal, state, and program regulations.
• Translate existing system functionality into clear, structured, and actionable system requirements.
• Conduct comprehensive gap analysis of system documentation against regulatory and operational requirements.
• Guide and direct assigned staff in analyzing complex business and technical processes.
• Facilitate stakeholder workshops and requirements elicitation sessions; secure stakeholder review and formal sign-off.
• Coordinate cross-functional collaboration between technical teams and non-technical subject matter experts.
• Track milestones, monitor progress, identify risks/issues, and escalate as necessary to leadership.
• Ensure documentation accuracy, completeness, and alignment with regulatory compliance standards.
• Prepare solution options, risk assessments, and supporting analyses (cost/benefit, ROI, buy/build considerations).
• Provide ongoing status reporting and executive-level communication.
• Lead day-to-day oversight of business analysis activities under limited supervision with independent judgment.
Required Qualifications
• 10+ years of Business Analysis experience, including requirements elicitation, documentation, and functional specification development.
• 10+ years of knowledge and application of Project Management frameworks and methodologies.
• 10+ years of experience supporting large-scale IT operations and enterprise systems.
• 10+ years of demonstrated ability to define and document all requirement types (business, functional, system, regulatory).
• 10+ years of experience producing clear, complete, and regulatory-aligned documentation.
• 10+ years of experience ensuring system functionality documentation accuracy.
• 10+ years of strong interpersonal skills, including negotiation, stakeholder management, and conflict resolution across multiple levels of personnel.
Preferred Qualifications
• Experience working with a public health or government agency.
• 5+ years of experience in government or regulatory environments.
• 5+ years of project management experience.
• 5+ years of experience leading teams or structured IT workgroups.
• Experience interpreting policies and translating regulations into system requirements.
• Experience reviewing current MIS functionality and converting it into formal requirements documentation.
• Experience gathering MIS requirements for large organizations.
• Experience developing procurement, solicitation, or contract requirement documentation.
• Bachelor’s degree in Business, Communications, Computer Science, MIS, or related field.
• Professional certification such as PMI-PBA or IIBA CBAP preferred.
