About the Opportunity
The State of Iowa is seeking an experienced TS4 VISION ETL Lead to support the VISION – CWIS FACS Conversion Initiative. This project involves extracting data from the Google Cloud Platform (Google Cloud Platform) BigQuery environment and delivering it into enterprise SQL data warehouses.
The initiative is focused on data conversion, modernization, and ensuring continuity for applications that currently depend on FACS. The selected resource will provide technical leadership, architecture guidance, training, and oversight for a dedicated ETL development team.
Position Overview
We are seeking a highly skilled Lead ETL Developer with strong hands-on experience in ETL development, cloud data platforms, enterprise data modeling, and data warehouse environments.
The Lead ETL Developer will design, build, test, and deploy data ingestion and migration pipelines using data from disparate sources, including flat files and relational databases. The role will also transform and standardize data into enterprise data models and ensure accurate, reliable, and efficient loading into data warehouses, data lakes, and analytical databases.
The selected candidate will mentor and guide a team of 4+ ETL developers while establishing consistent development standards, best practices, and technical patterns throughout the project lifecycle.
Key Responsibilities
ETL Development & Data Migration
Lead the development of ETL and data ingestion processes supporting migration from Google Cloud Platform BigQuery to SQL-based data warehouse environments.
Design, develop, test, and deploy data ingestion and migration pipelines.
Extract and transform data from disparate sources, including flat files and relational databases.
Transform and standardize data according to enterprise data models.
Ensure efficient, accurate, and reliable loading of data into data warehouses, data lakes, and analytical databases.
Technical Leadership & Architecture
Provide technical leadership, architecture guidance, and development oversight throughout the conversion initiative.
Architect and implement pipelines using modern ETL tools and cloud-native data processing frameworks.
Establish consistent ETL development patterns, coding standards, and best practices.
Mentor and train a team of 4+ ETL developers.
Guide developers on data modeling, pipeline design, development standards, and technical solutions.
Data Modeling & Quality
Validate transactional and analytical data models to ensure required data elements are available for downstream applications and BI solutions.
Ensure data models meet quality, reliability, scalability, and performance expectations.
Develop testing strategies to validate data integrity, completeness, and accuracy throughout the migration.
Identify and resolve data quality and pipeline performance issues.
Optimize ETL pipelines for scalability, performance, reliability, and maintainability.
Business & Stakeholder Collaboration
Collaborate with business and technical stakeholders to validate data requirements.
Ensure data solutions align with reporting and analytical requirements.
Communicate technical concepts and project status to both technical and non-technical audiences.
Prepare presentations, technical documentation, and project-related communications.
Work closely with project teams to ensure successful delivery of ETL and data migration objectives.
Required Qualifications
Minimum 7 years of hands-on ETL development experience.
Minimum 7 years of experience with modern ETL and reporting/BI tools.
Strong understanding of enterprise data models and ETL pipeline design best practices.
Proven experience serving as a Technical Lead for teams of 4 or more developers.
Strong experience with Google Cloud Dataform.
Strong experience with Google BigQuery.
Experience with Medallion Architecture.
Experience designing and implementing enterprise data ingestion and migration pipelines.
Strong understanding of data warehousing and data modeling concepts.
Experience developing data quality and testing strategies.
Strong pipeline optimization and performance-tuning skills.
Excellent communication and presentation skills.
Ability to communicate effectively with technical and non-technical stakeholders.
Preferred Qualifications
Experience with large-scale government or healthcare data modernization initiatives.
Experience with cloud-to-enterprise data warehouse migrations.
Experience working with Google Cloud Platform cloud-native data processing technologies.
Experience with analytical databases, data lakes, and BI environments.
Experience mentoring ETL development teams.
Experience supporting complex data conversion and modernization projects.
Strong understanding of transactional and analytical data architectures.
