Job Description:

We are seeking a Senior SQL Database Developer / Project Lead to support critical public health and disease surveillance systems within the STD/HIV program area. This is not a general SQL Developer role. We are looking for a senior-level SQL Server / SSIS ETL Developer with strong healthcare or public health data integration experience, who can independently drive database development, ETL automation, data migration, reporting, healthcare data exchange, production troubleshooting, and stakeholder-facing project work.

This role will support migration efforts related to Electronic Disease Surveillance Systems (EDSS), ongoing data warehousing initiatives, eCR onboarding, data pipeline modernization, and reporting needs for disease surveillance and laboratory systems. The ideal candidate will combine strong hands-on SQL and ETL expertise with experience in HL7, XML, healthcare/public health reporting, security/compliance standards, and the ability to lead technical workstreams and mentor others.

Required Skills:

• 5+ years of hands-on experience with MS SQL Server / T-SQL development, including stored procedures, advanced queries, debugging, optimization, and performance tuning
• Strong experience designing, developing, automating, and supporting ETL processes
• Hands-on experience with SSIS for data migration, transformation, and pipeline development
• Strong experience in data warehousing, reporting, and relational database development
• Experience with SQL Server 2016+
• Experience developing and maintaining reports, dashboards, and reporting processes
• Experience working with HL7 v2.x messages, including ORU message formats
• Strong experience working with XML, CSV, SOAP, and healthcare/public health data exchange formats
• Experience supporting data migration, database migration, system migration, and testing/validation activities
• Experience with Electronic Case Reporting (eCR) onboarding, data import, troubleshooting, reporting, or automation
• Ability to optimize or rewrite legacy solutions (including SAS to SSIS / Power BI modernization)
• Experience supporting production systems, troubleshooting processing failures, monitoring daily data flows, and ensuring uptime for critical applications
• Experience gathering requirements, performing gap analysis, documenting data flows/processes, and working directly with end users/stakeholders
• Experience preparing technical documentation, specifications, process diagrams, and support/runbook materials
• Ability to work independently while collaborating with technical teams, program staff, vendors, and project stakeholders
• Strong project coordination, status reporting, estimation, and milestone management skills
• Experience mentoring team members and providing technical guidance/code review support

Healthcare / Public Health / Compliance Experience:

• Experience working in healthcare, public health, disease surveillance, laboratory, or health data integration environments
• Knowledge of CDC, HIPAA, CJIS, PHI, and PII security/data classification requirements
• Understanding of disease surveillance workflows, public health reporting, and healthcare data processing is highly preferred

Preferred Skills:

• Experience supporting Electronic Disease Surveillance Systems (EDSS)
• Experience with STD/HIV program systems or public health reporting platforms
• Experience with Power BI reporting and dashboard development
• Experience modernizing legacy reporting / ETL workflows
• Experience leading technical workstreams or functioning in a project lead / senior developer capacity
