Position Overview
This position delivers strategic and operational value by serving as the Senior Deltek Costpoint & Time & Expense (TES) Functional and Integration Subject Matter Expert (SME). Operating within the Niche SOR Application Support team, this role goes beyond standard functional configuration: the individual must deeply understand the inner workings, data structures, and underlying business logic of Deltek Costpoint.
The Lead Engineer II oversees end-to-end process orchestration—from upstream pre-flows (intake, engagement setup, resource planning, and third-party systems of record/action) through core Costpoint transactional engines, to downstream ledger postings, financial consolidations, billing, and reporting pipelines. This position plays a critical role in maintaining operational integrity, diagnosing root causes at the data/table level, optimizing cross-application integrations, and deploying robust enhancements across the client's Deltek ecosystem.

Principal Duties and Responsibilities
1. Integration Architecture & End-to-End Data Flow Management (35%)
• Upstream & Pre-Flow Orchestration: Architect, validate, and support upstream data flows and integration pipelines (e.g., CRM, engagement setup, HRIS, resource management, and work-breakdown structures) feeding into Deltek Costpoint, ensuring structural and referential integrity before ingestion.
• Downstream Integration & Financial Hand-offs: Own and oversee downstream data flows emanating from Costpoint into General Ledger (GL), enterprise data warehouses, financial consolidation systems, client billing platforms, and executive reporting environments.
• Cross-System Synchronization: Manage bidirectional integration touchpoints between Deltek and adjacent enterprise platforms (Systems of Record and Systems in Action), ensuring reliable API, staging table, and flat-file integration lifecycles.
• Interface Monitoring & Reconciliation: Design automated exception handling, data reconciliation frameworks, and pre-processing validation routines to catch and resolve interface errors prior to transactional posting.
2. Deltek Costpoint Inner Workings & Core Functional Support (30%)
• Deep Architectural & Structural SME: Leverage comprehensive knowledge of Deltek Costpoint’s underlying database schemas, core tables (e.g., project master, account mapping, labor distribution, billing, and revenue tables), and relational structures to troubleshoot complex anomalies and drive functional optimization.
• Posting & Processing Engines: Manage and optimize Costpoint core transaction engines, including labor posting, indirect cost pools/rates calculation, revenue recognition, billing compute, and closing schedules.
• Issue Diagnosis & Root-Cause Resolution: Conduct deep-dive functional and data forensic investigations for Tier-3/production issues, evaluating stored procedures, input/output validation, and application batch jobs.
• Compliance & Engagement Governance: Ensure Costpoint configuration complies strictly with CAS (Cost Accounting Standards), FAR (Federal Acquisition Regulation), DCAA audit standards, and client's firmwide risk and engagement rules.
3. Enhancements, Process Engineering & Optimization (20%)
• Workflow & Process Redesign: Continuously evaluate standard Costpoint workflows against business practices; engineer solutions that eliminate technical debt and reduce manual overhead.
• System Enhancements & Testing: Lead functional requirements gathering, technical specification design, configuration, unit testing, and User Acceptance Testing (UAT) for Costpoint updates, service packs, patches, and bespoke integrations.
• Release Management: Coordinate deployment lifecycles with infrastructure, database administration, and security teams to validate that schema updates or module enhancements do not disrupt existing pre-/post-flow integrations.
4. Stakeholder Collaboration & Governance (15%)
• Cross-Functional Bridge: Serve as the authoritative translator between Finance, Accounting, Audit, and Federal Practice leadership and the underlying technical/engineering support teams.
• Vendor & Workstream Engagement: Collaborate with Deltek product support and external implementation partners to log defect tickets, escalate functional defects, and evaluate upcoming platform roadmap capabilities.
• Documentation & Knowledge Transfer: Author and maintain detailed data flow diagrams (DFDs), process maps, table schema matrices, interface control documents (ICDs), and user SOPs. Provide targeted enablement sessions to key functional operators.

Qualifications
Education
• Bachelor’s degree in Management Information Systems (MIS), Computer Science, Accounting, Finance, or a related quantitative field. Master's degree is a plus.
Professional Experience
• 7+ years of progressive functional and integration experience with Deltek Costpoint (Versions 7.x / 8.x) and Deltek Time & Expense (TES) in enterprise professional services, government contracting, or consulting environments.
• Deep Structural Knowledge: Proven expertise in Deltek Costpoint table architectures, transaction flow lifecycles, and backend processing engines (Project, General Ledger, Billing, Labor, Pool Rates, and Accounts Payable).
• Integration Expertise: Demonstrated track record designing and supporting automated inbound pre-flows (e.g., project initiation, work breakdown structures, employee master records) and outbound flows (e.g., reporting data warehouses, general ledger feeds, billing engines).
• Federal Engagement Expertise: Extensive working knowledge of federal compliance frameworks, including FAR, CAS, DCAA requirements, and indirect rate pool allocation mechanics.
• Experience managing relationships across multi-tiered enterprise application portfolios (integrating Deltek with platforms such as Salesforce, Workday, SAP, Certinia, or custom enterprise middleware).
Technical & Functional Skills
• Core Modules: Deltek Costpoint Projects, Accounting, Billing, Labor, Time & Expense, and Deltek Costpoint Extensibility / Web Integration Console.
• Data & Query Proficiency: Strong ability to write and read SQL queries to analyze data flow anomalies, inspect staging tables, and validate database integrity directly within relational databases (Oracle or SQL Server).
• Interface Protocols: Familiarity with ETL processes, REST/SOAP APIs, Deltek Integration Console, flat-file mappings, and scheduled integration brokers.
• Business Acumen: Solid foundation in project accounting, cost allocation, multi-currency processing, and work breakdown structure (WBS) management.
