Position Title: Info Systems Manager Location: 1900 Embarcadero, Suite 400, Oakland CA 94606 Job Summary: The Information Systems Manager will maintain and manage Information Systems, including Epic-related contracts, Epic subscription services, and Epic third-party contracts. This incumbent will also manage invoice processing and allocation of expenses across Alameda County Health Departments (Alameda County Health, Behavioral Health Department (ACBHD) and Alameda County Health, Public Health Department (ACPHD)) and Alameda County Sheriff''s Office; generate reports for the above contracts for tracking vendors'' performance, manages and tracks project budget and adherence to contract performance requirements; and support adding new Epic related applications to existing contracts.
Description of Duties: - Oversees and directs through subordinate supervisory and professional staff all administrative activities and services for the agency or department to which assigned.
- Serves in a consultative role to departmental management on administrative and related issues and strategies; provides significant input into policy, operational, and service delivery decisions; implements and facilitates policy and programmatic changes as required.
- Represents the agency or department and serves as liaison with other County departments and agencies in areas of mutual concern; confers with representatives of governmental, business, and community organizations and the public.
- Supervises the work of professional and support staff, either directly or through subordinate supervision; plans, directs, reviews, and evaluates the work of staff; provides for the training of staff in work procedures; recommends the selection of staff; and recommends and implements discipline as required.
- Participates in or oversees the planning and budget development processes for the department; makes expenditure projections and monitors expenditures for available funds; authorizes payments and requests fund transfers; prepares a variety of budgetary reports.
- Administers the departmental personnel function, including labor relations and payroll processing; investigates grievances and participates in the negotiation process; conducts varied analyses and studies; serves as the departmental affirmative action officer.
- Administers departmental purchasing activities; authorizes the purchase of materials and supplies; coordinates the maintenance of facilities and equipment; may be required to respond to facility emergencies.
- Plans and conducts administrative or operational studies; determines information gathering processes; obtains required information for analysis; evaluates alternatives and makes recommendations for technological and policy changes; prepares reports and materials for the Board of Supervisors and makes presentations.
- Interprets and applies a variety of policies, rules, and regulations; provides information that may require tact and judgment to employees and others.
- Prepares a variety of correspondence, narrative, and statistical reports, procedures, and other written materials; may access varied databases or use information from various sources to prepare such materials.
Qualifications: - Education: Bachelor''s degree in business, public administration, healthcare informatics, computer science, computer engineering, information technology, or a related field.
- Experience: 2+ years of full-time experience in working with Epic EHR systems, including contracting, procurement, implementation, or support. Prior healthcare IT or clinical operations experience is preferred. At least 1 year of full-time experience in direct supervision of other professional administrative/ information systems staff.
- Technical Skills: Proficiency in Epic system configuration, data analysis, and reporting tools.
- Analytical Skills: Strong problem-solving and analytical abilities to assess workflows and translate requirements into system solutions.
- Communication Skills: Excellent verbal and written communication skills to collaborate with diverse stakeholders, including clinicians, administrators, and IT teams.
- Regulatory Knowledge: Familiarity with HIPAA, healthcare workflows, and clinical operations.
- Adaptability: Ability to manage multiple projects in a fast-paced environment and stay current with Epic updates and industry trends.
