• Statement of Work-Senior Java Web/Database Developer
• This Statement of Work (“SOW”) is between the Vendor and the Department of Technology Services (DTS) for the Department of Workforce Services (DWS). This engagement is to provide DTS/DWS with professional services expertise as a Senior Java Web Developer.

License Scope

• DTS is responsible for all licensing requirements of their environments.

Duration

• The proposed level of effort for this engagement is approximately Twenty four (24) months (4176 hours) which will end on March 16, 2028 Any increases in the scope, requirements, or scheduling may result in a new or extended professional services agreement.

Job Description

• The Utah Department of Workforce Services is actively looking for a senior Java web/database consultant for immediate hire on the Core Web Team. Our team’s responsibility is to develop,
• support, modernize and maintain internal and public facing web applications that serve the needs of the citizens of the State of Utah. Our team is currently modernizing several applications by migrating from AngularJS to Angular 21, from Oracle to RDS/PostgreSQL and to the latest containerized Spring Boot deployed to AWS ECS. The accepted candidate should have experience with all of those technologies and a Scrum/Devops culture.

Some duties will include:

• Actively participating in regular team discussions, helping the team make decisions and moving those choices forward in a productive manner
• Moving from an Oracle database to PostgreSQL using custom built tools and off-the-shelf migration tools such as AWS DMS
• Supporting the development of containerized Spring Boot applications providing RESTFul APIs deployed to AWS ECS instances
• Interpreting AWS Cloudwatch logs
• Supporting Github Action & AWS CloudDeploy pipelines for CI/CD

Required Qualifications

• Experience with modern web development technologies including but not limited to:
  • Java Web APIs in the modern Spring stack (Spring MVC / Spring Boot / Spring Security (OAuth2) / JPA)
  • Angular user interfaces
  • Relational database design with Oracle/PostgreSQL
  • Bootstrap 4+ responsive design
• Experience implementing API documentation via Swagger / OpenAPI
• Experience with Test Driven Development specifically focused on a high level of code coverage and integration testing
• Experience designing and implementing a relational database in either Oracle 12+ or PostgreSQL
• Experience with database migration versioning services such as Liquibase or Flyway
• Experience with Agile development methodologies such as SCRUM including experience with the Atlassian tools (Jira/Confluence), sprint planning and retrospectives, and regular team stand-up meetings.
• Experience working on a development team in both new and existing projects.
• Experience with GitHub and GitFlow Pull Request model
• Excellent oral and written communication
• At least 5 years of Information Technology experience
• Experience with the AWS Console specifically using services for web applications including but not limited to:
  • ECR
  • ECS
  • S3
  • ALB
  • CloudWatch

Preference given to candidates with the following qualifications:

• Agentic AI development with Copilot, Gemini, or Claude
• Leading a team.
• Building/Maintaining GitHub Actions to facilitate automated CI/CD
• Implementing Infrastructure as Code with Terraform
• Message/event driven application development with AWS SNS and SQS
