Data Manager
Fulltime . Remote – Travel As required by the Federal Government assignment.
Position Summary
Arch Systems is hiring Data Managers to support Federal Government enterprise data management and software governance. Data Manager owns a primary focus area—data sources, ServiceNow data and requirements, or data governance—and backs up another area to maintain coverage. You will keep authoritative software, licensing, cost, approval and demand-management data current, traceable and well defined to support evidence-based Federal Government technology decisions.
What You Will Do
Focus areas and coverage
- Sources: backs up data governance.
- ServiceNow data and requirements: backs up sources.
- Data governance: backs up ServiceNow data and requirements.
- In every focus area, read SQL well enough to validate incoming data, loads and reconciliation results.
Sources
- Maintain the source contact register: owner, point of contact, delivery method, cadence, last received date and access status for every source.
- Run a shared refresh calendar so owning offices know when each delivery is due.
- Prepare access requests and interface specifications for the federal lead to send. These cover software entitlement and contract data, software distribution through Microsoft System Center Configuration Manager (SCCM), cloud cost, asset management, award extracts and security scan data.
- Write extract instructions for owning offices so each refresh costs them less effort.
- Keep day-to-day working contact with the software licensing team and the SCCM owner.
ServiceNow Data and Requirements
- Turn the future product design into requirements the Federal Government ServiceNow team builds from. These include:
- Structured questions and dropdowns
- A supervisory approval step and a priority field
- One common key linking the functions together
- Dynamic Routing rules
- An automatic requestor alert when a record check closes a request
- A structured technical approval board vote field
- Work with the federal team to replace a hand-produced approved software list extract with a scheduled delivery.
- Write regression test cases that the federal team automates and runs, then check the results against the record.
- Reconcile ServiceNow against authoritative software record and report any gaps to the federal team first.
Data Governance
- Build the question dictionary with the Business Architects. For each common data element, record its definition, its allowed values and the role that answers it.
- Define the technical approval board vote fields and the record of items that bypass technical approval board.
- Work the review queue of unresolved software names and versions.
- Prepare Federal Government Technical Reference Model (TRM) naming submissions for the Government to send.
- Propose Federal Enterprise Architecture Framework (FEAF) category mappings, each with a confidence level.
- Confirm with the data engineer that adjudication history survives each process change.
- Draft the records retention schedule.
Government coordination and delivery standards
- Operate on Government-approved platforms within the applicable security authorization boundary and change-control process; do not maintain contractor-hosted copies of Government data.
- Prepare recommendations, access requests, interfaces and escalations for authorized Federal Government officials to approve and submit.
- Coordinate with Government data owners, ServiceNow teams, software licensing teams, technical approval boards, Business Architects and software engineers.
- Ensure reports and dashboards meet Section 508 accessibility standards.
How Success Is Measured
- Keep every source current to its stated cadence.
- Move open access requests forward so none are left to age.
- Deliver requirements the federal team builds without rework, with regression tests passed before each release.
- Give every intake question a definition and an answering role.
What You Bring
- Experience in federal data management.
- Experience writing ServiceNow data requirements and working alongside the teams that build from them.
- Skill in data element definition: names, definitions, allowed values and ownership.
- Knowledge of software naming and versioning, and of reconciling product names across sources.
- Enough SQL to check loads, extracts and reconciliation results.
- Comfort recommending and preparing within a clear Government decision line.
- A collaborative approach to working with federal staff and other contractor teams.
- Proficiency with Microsoft Word, Excel, PowerPoint and Visio.
Nice to Have
- Familiarity with IT demand management, software request and approved-software governance processes.
- Working knowledge of FEAF, TOGAF or a technical reference model.
- Experience designing regression test cases for workflow changes.
- Experience with federal records retention schedules.
- Experience with software asset data such as entitlements, installs and license availability.
- Experience working in Agile, Kanban or Lean environments.
Certifications, Clearance and Eligibility
Requirements are subject to the applicable Federal Government agency, position sensitivity determination and contract.

- Travel: As required by the Federal Government assignment.
