The Position:
Client: Commonwealth of Pennsylvania – Pennsylvania Public Utility Commission (PUC)
Position Title: PUC - Business Analyst TAS2 (810373)
Location: Hybrid; Remote Off-Site and On-Site in Harrisburg, PA
Note: Hybrid is on-site 2 days/week and remote off-site 3 days/week. Candidates must currently reside within a reasonable commuting distance of Harrisburg, PA to be considered.
This Business Analyst will serve as a Delivery and Validation Business Analyst within the Project Management Office (PMO), supporting application modernization, technology upgrades, infrastructure initiatives, system migrations, and other technology projects across the agency. The position will perform core business analysis responsibilities with a specialization in requirements traceability, solution validation, business readiness, and transition to production.
- The Business Analyst will work closely with business stakeholders, Project Managers, Application Development, architects, technical teams, vendors, and other partners to understand business needs and translate them into clear, structured, and actionable requirements. Responsibilities include requirements elicitation and analysis, stakeholder facilitation, business and functional requirements documentation, current-state and future-state process analysis, business rules, acceptance criteria, gap analysis, and requirements traceability.
- The position will evaluate proposed solutions against documented business requirements, processes, constraints, and intended outcomes to identify gaps, impacts, dependencies, risks, and areas requiring further analysis or resolution. The position will help ensure that business needs remain connected to solution decisions throughout the project lifecycle and that changes to requirements, scope, or functionality are appropriately analyzed and documented.
- A primary focus of the position will be business validation and User Acceptance Testing (UAT). The Business Analyst will translate validated requirements and business processes into structured validation scenarios and test cases; coordinate business testers, schedules, and testing activities; support test execution; track validation results and defects; and maintain traceability between requirements, test outcomes, and stakeholder acceptance. Depending on the initiative, validation may include functional UAT, regression testing, business process validation, data validation, or other forms of business acceptance.
- For application modernization, technology upgrades, infrastructure initiatives, and system migrations, the Business Analyst will support business and operational readiness by identifying impacted applications, business processes, stakeholders, dependencies, and validation requirements. The Business Analyst will contribute to readiness assessments, cut over planning, stakeholder communications, post-implementation validation, and transition activities to help ensure technology changes can be successfully introduced into the operational environment.
- The Business Analyst will also assess user and stakeholder impacts and develop appropriate supporting materials when needed, including user documentation, job aids, training materials, release communications, and other adoption resources. The level and type of adoption support will be determined by the scope and business impact of each initiative.
- This position requires strong analytical, professional writing, organizational, facilitation, and communication skills. The successful candidate must be able to independently advance assigned analysis activities, manage competing priorities, navigate ambiguity, identify gaps and risks, communicate issues proactively, and develop well-reasoned recommendations for consideration by project and business stakeholders.
The Skills and Experience:
- Experience with Azure DevOps or comparable project/test-management tools is highly desired
- Experience with InfoMap (a project aimed at overhauling the Pennsylvania Public Utility Commission’s case management system is highly desired
- Experience performing business analysis for application modernization, technology upgrades, infrastructure initiatives, system migrations, etc.
