Project Overview
A public-sector organization is undertaking a large-scale modernization initiative involving the migration, upgrade, and standardization of multiple financial and administrative systems. These efforts focus on replacing aging components, aligning systems to agency-standard platforms, and ensuring compliance with federal and state regulatory requirements.
Additional staff are required to support system implementation, modernization, and business process alignment. The project team will work to ensure that current and future system states align with business needs, industry best practices, compliance mandates, and business continuity objectives.
Role Summary
The Business Analyst Project Lead plays a critical role in supporting and enhancing enterprise Human Resources systems, with a primary focus on SAP ECC based HR platforms and related agency systems. This role serves as the bridge between business stakeholders and technical teams by analyzing HR processes, identifying improvement opportunities, and leveraging system capabilities to optimize workflows and ensure data integrity.
The analyst collaborates closely with HR, IT, Finance, and Operations teams and supports system analysis, testing, documentation, training, reporting, and project coordination throughout the software development lifecycle. The position also supports system upgrades, ensures adherence to IT security standards, and contributes to continuous process improvement initiatives.
Key Responsibilities
System Analysis & Support
Analyze financial and administrative system capabilities and their alignment with business needs
Study and document HR processes and workflows to identify gaps, risks, or improvement opportunities
Recommend process improvements using SAP and enterprise HR system functionalities
Assist with system validation to confirm technical and business requirements are met
Develop, maintain, and update system procedures and protocols
Support the full system software lifecycle
Testing & Implementation
Participate in system upgrades, patches, and enhancement initiatives
Conduct unit testing, integration testing, and user acceptance testing (UAT)
Support production deployments to ensure minimal service disruption
Coordinate testing and implementation activities with functional and technical teams
Training & Documentation
Create and maintain system configuration documentation, SOPs, and user guides
Develop and maintain training materials for various user audiences
Conduct system training sessions and knowledge transfer activities
Reporting & Data Integrity
Generate reports for audits, compliance, and management review
Develop and support reports, dashboards, and queries using appropriate tools
Ensure data accuracy, integrity, and security across HR platforms
Analyze data from multiple sources to identify inefficiencies and recommend improvements
Develop reporting and visualization solutions using Excel and Power BI
Process Improvement & Optimization
Collaborate with HR teams to streamline workflows and automate manual processes
Perform current-state to future-state gap analysis
Work with Finance system owners and SMEs to understand business requirements
Present findings and recommendations for system and process improvements
Project Management & Collaboration
Prepare and manage project documentation (plans, schedules, scope, WBS, lessons learned)
Facilitate stakeholder meetings and maintain ongoing project communications
Track project progress and prepare status reports for leadership and IT stakeholders
Support risk management and issue resolution activities
Create and manage work requests in the ticketing system
Promote collaboration, accountability, and a positive project environment
Compliance, Security & Communication
Collaborate with HR, IT, and Finance to ensure alignment with business and system goals
Maintain SharePoint and collaboration site content
Adhere to IT development standards and security requirements
Support development of policies and procedures aligned with cybersecurity and information risk management standards (e.g., NIST 800-53, FISMA, state information security requirements)
Additional Requirements & Conditions
Selected personnel must sign confidentiality and/or Business Associate agreements, if applicable
All services and web integrations must follow secure development practices
Contractors must work onsite weekly for the duration of the engagement
Follow agency IT standards, documentation requirements, and policies
All developed source code and system artifacts become the sole property of the client organization
No uplift or rate increases beyond contract maximums are permitted
Final authority on technical and programming decisions resides with the client
Required Education
Required Skills (Ranked)
5+ years of experience analyzing, documenting, and improving business and system processes
5+ years of experience with SAP SuccessFactors or comparable HRIS platforms
3+ years of experience with state HR/payroll processes and regulatory compliance (e.g., HIPAA, FLSA)
5+ years of experience creating SOPs, user guides, and technical documentation
Preferred Skills (Ranked)
Experience with NIST-based information security standards
Experience supporting IT system implementation projects
3+ years of experience with reporting, dashboards, and data visualization (SAP or Power BI)
5+ years of experience with Microsoft Office tools and collaboration platforms (SharePoint, Teams, OneDrive)
