Job Description ECS is seeking a
Program Manager/Software Developer to work in our
Fairfax, VA (hybrid) office.
The USPS TAPM Team supports the acquisition, testing, acceptance, deployment, and integration of technology systems that improve operational efficiency in mail processing and distribution environments. TAPM support includes coordination of project activities, planning and tracking of deliverables, support for technical implementation efforts, testing and acceptance activities, and communication among stakeholders responsible for successful execution.
Responsibilities include:
- Support program and project planning, coordination, and execution activities for TAPM initiatives.
- Assisting with schedules, action item tracking, status reporting, meeting coordination, and follow-up on assigned tasks and deliverables.
- Support agile delivery activities, including participation in sprint planning, backlog refinement, daily standups, sprint reviews, and retrospectives.
- Assist with maintaining backlog items, tracking sprint progress, documenting issues, and supporting continuous improvement efforts.
- Assist with gathering, documenting, refining, and maintaining functional and technical requirements.
- Work with stakeholders to help translate business needs into actionable tasks and technical development activities.
- Provide junior- to mid-level software development support, including coding, debugging, unit testing, technical documentation, and implementation of software enhancements or fixes.
- Support development activities in accordance with established coding standards, version control procedures, and quality assurance practices.
- Assist with system integration, test support, defect tracking, and deployment-related activities.
- Coordinate with program, engineering, and operational stakeholders to support timely resolution of issues and completion of technical tasks.
- Prepare and maintain program and project documentation, including meeting notes, status summaries, action item trackers, risk and issue logs, backlog updates, technical documentation, and other related work products required to support TAPM activities.
- Communicate effectively with technical and non-technical personnel and work effectively in a team environment with changing priorities and multiple assignments.
- Deliverables shall include recurring and as-needed work products in support of TAPM program execution and technical delivery:
- These may include status reports, meeting summaries, backlog and sprint tracking updates, action item trackers, risk and issue logs, requirements documentation, technical documentation, test support materials, deployment support materials, and software code or configuration updates as assigned.
- All deliverables shall be complete, accurate, and submitted within required timeframes.
Salary Range: $110,000-$130,000

Required Skills - Ability to provide program management support
- Ability to provide junior- to mid-level software development support to the United States Postal Service (USPS) Technology Applications Program Management (TAPM) Team.
- Ability to support planning, coordination, execution, and reporting activities for assigned projects and programs, while also contributing to software development, system enhancement, testing, and implementation efforts.
- Ability to support work involving agile software development processes and delivery practices, including backlog management, sprint planning, sprint execution support, status tracking, and coordination among technical and functional stakeholders.
- Ability to provide hands-on development support as needed to assist the TAPM Team with technical solutions, documentation, integration, and deployment activities.
Desired Skills - A bachelor's degree is preferred in computer science, information systems, software engineering, engineering, business, project management, or a related field.
- Relevant experience in lieu of a degree may be considered when combined with demonstrated program support and software development experience.
- Preferred certifications may include agile, project management, or technical credentials appropriate to the role. Examples include Certified ScrumMaster (CSM), Professional Scrum Master (PSM), PMI Agile Certified Practitioner (PMI-ACP) , Certified Associate in Project Management (CAPM) , Project Management Professional (PMP) , or relevant entry- to mid-level software development certifications.
