PURPOSE:
This scope of work is for Application Lead and Development Analyst services to provide maintenance, support, and development of .Net Core Angular applications necessary to support operations of the Bureau.
MANDATORY Technical/Business Skill Set Requirements
Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
Min 12-15+ years in IT
Bachelor’s Degree in Computer Science, Information Systems or other related field; or equivalent work experience.
A minimum of nine years of experience developing applications in .Net Core Framework and Angular.
A minimum of nine years of experience with Visual Studio;
A minimum of nine years of experience with SQL Server 2019 development, including tables, stored procedures, functions, triggers, and views;
A minimum of nine years of experience with IT security standards regarding application hardening and data encryption;
A minimum of nine years of experience with web accessibility standards;
A minimum of nine years of experience with IIS environment for clients and servers;
A minimum of nine years of experience with Object Oriented analysis, design, and best practices;
A minimum of nine years of experience developing web-based applications;
A minimum of eight years of experience with MVC;
A minimum of eight years of experience writing, reading, and interpreting technical specifications, test cases, and application requirements;
A minimum of seven years of experience with Integrations using REST web services, including JSON and XML data transport;
A minimum of six years of experience with AngularJS, Javascript/JQuery;
A minimum of six years of experience with SSRS;
A minimum of five years of experience with SSIS packages
A minimum of five years of experience with SQL managed instance and ASE Azure environment deployment;
A minimum of four years of experience Azure cloud services, including build and release, Azure SQL, triggers, pipelines, and configuration;
A minimum of three years of experience with Azure DevOps;
A minimum of 3 years of experience in managing information technology projects.
A minimum of 3 years of experience in developing detailed project documentation for Executive Management.
A minimum of 3 years of experience with change management procedures.
A minimum of 3 years of experience with managing a mix of local/virtual teams.
A minimum of 3 years of experience with management and facilitation of external stakeholder groups.
Experience with Data Definition Language (DDL) and Data Manipulation language (DML)
Working knowledge of Access, Visio, and Excel.
Florida State experience preferred.
CONTRACTOR RESPONSIBILITIES:
Contractor will perform the following tasks in the time and manner specified:
As directed by the Department, collaborate with the Department project manager, business analysts, and technical leads to collect and clarify functional and technical requirements.
As directed by the Department understand and remediate application architecture.
As directed by the Department, assist the Department Project Manager with monitoring, estimating, and tracking development team productivity.
As directed by the Department assist Department Project Manager, business analysts, and technical leads with development tasks.
As directed by the Department provide technical guidance to developers as directed by the Department Project Manager and Department.
As directed by the Department, provide technical training and guidance to development team members.
As directed by the Department conduct code review.
As directed by the Department work with the Department Office of Information Technology and all other development teams to analyze and minimize costs associated with the Azure environment.
As directed by the Department modify, create, and test application code and database code for remediation with a zero-defect rate.
Daily and as directed by the Department document application modifications and additions as coding tasks are assigned by the Department Project Manager and Department, and store in a document repository.
