Position DescriptionThe Data Analyst is responsible for the full life cycle of data analytics including requirements gathering, analysis design, data collection and cleaning, performing analysis, and reporting findings. This position will support the Portfolio Management Office (PMO) & Performance Management at the Office of the County Engineer and report to the Division Manager of PMO. The candidate is expected to analyze data using a variety of tools and data sources, including QuickBase, Power BI, Paginated Reporting (SSRS), Python, SQL, Excel formulas, as well as commercial cloud platforms such as Snowflake and Power BI's Cloud Services (e.g., Data Flows and Dataverse).
Job Duties:- Collaborate to build scalable processes and metrics.
- Extract or mine data from a variety of data sources.
- Process, clean, and validate the integrity of data for analysis.
- Analyze large amounts of information to find patterns and solutions.
- Provide information on analytic results to functional leaders using visualizations including Power BI, data maps etc.
- Present results in a clear manner
- Propose solutions and strategies to tackle business challenges.
- Liaison with Business and IT teams
- All other duties and responsibilities as assigned.

RequirementsEducation:Bachelor's degree in management information systems, Computer Science, Mathematics, Information Technology, or a relevant quantitative field
Experience:A minimum of 3 years of professional experience in Information Systems, Computer Science, Mathematics, Information Technology, or a relevant quantitative field
Knowledge, Skill & Abilities (KSAs): Must have programming experience using Python & SQL
Must have good applied statistical skills, including knowledge of statistical tests, distributions, regressions, etc.
Must have experience with Data Wrangling and be proficient with handling imperfections in data Must possess excellent analytical, problem-solving, and verbal and written communication skills
Must possess keen attention to detail and the ability to discern conclusions from aggregated data
Must be able to work efficiently and without constant supervision
Must possess and understand the importance of customer service skills and professionalism
Ability to self-start; assume ownership in setting goals.
Must possess the ability to learn and understand project management principles and processes
Must possess Intermediate or excellent skills with Microsoft products and can interact with computerized systems to manipulate data and create reports
Prior experience with writing and analyzing business and system requirement documents that convey complex business analysis and technology solutions
Experience in forecasting, financial, and project analysis combined with an understanding of key performance indicators

General InformationPosition Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary:
Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure:
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).
This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
