Job Title: Senior Data Management / Data Governance Consultant

Location: Sioux Falls, South Dakota

Duration: 8 Months with possible extension

Anticipated Start Date: November 9, 2026

Client: Direct Client

Project: Medicaid Data Structure / Management / ICD Documentation

Key Responsibilities

• Gather requirements and work with State IT resources and DSS stakeholders to understand current data sources, data mappings, and interface structures.
• Create a Medicaid Interface Registry covering South Dakota Medicaid applications.
• Develop Interface Control Documents (ICDs) for interfaces that do not currently have associated documentation.
• Create a Medicaid Interface Management Plan.
• Develop or document Medicaid-related data models and data warehouse structures, where applicable.
• Create a Medicaid Data Catalog and Data Lineage.
• Develop a Medicaid Data Governance and Management Plan in collaboration with DSS and State resources.
• Analyze system-to-system interactions and data flows across South Dakota Medicaid systems and processes.
• Document how data moves between Medicaid systems, internal/external partners, and reporting processes.
• Analyze data storage, organization, and security.
• Provide recommendations for improving data governance, data cataloging, interface documentation, ICDs, and related data-management tools.
• Identify risks associated with current data management and interface structures.
• Recommend improvements to data management, data sharing, governance, and system integration.
• Identify data inconsistencies, integration challenges, security concerns, and compliance issues.
• Prepare monthly status reports documenting work completed and project timelines.

Required Skills & Experience

• Senior-level experience in healthcare services/data management.
• Expert-level knowledge of Microsoft Purview.
• Strong proficiency with relational SQL and NoSQL database technologies.
• Experience with data modeling tools such as ERwin or ER/Studio.
• Strong understanding of enterprise-level database management and design.
• Demonstrated experience with:
  • Conceptual data modeling
  • Logical data modeling
  • Physical data modeling
  • Data catalogs
  • Data lineage
• Strong knowledge and practical experience implementing data governance frameworks and programs.
• Understanding of business intelligence concepts.
• Experience writing Interface Control Documents (ICDs).
• Understanding of interface design principles.
• Ability to troubleshoot and optimize interface functionality.
• Practical experience with software development and interface design.
• Strong analytical and communication skills.
• Proficiency with modern data-management tools.
• Knowledge of user interface/user experience concepts.
• Ability to support seamless project delivery.
• Professional certifications in control systems or related disciplines.
• Familiarity with industry-specific control-system software and tools.
• Strong project management skills and experience managing multiple projects.
