The State Highway Administration's (SHA) Office of Program and Alternative Delivery is seeking to fill an executive service position as Engineering Program Manager (DOT Executive IV) located in Baltimore City. This position is open to anyone who meets the preferred qualifications listed below.Nature of Work: The main purpose of this position is to serve as the Engineering Program Manager for the Office of Program and Alternative Delivery. This position leads the development and delivery of engineering programs and functions in the office that are critical to SHA's goals and mission.

The Engineering Program Manager plans, directs, and administers all aspects of the office's construction engineering program. This includes leading constructability reviews of complex projects to identify critical issues such as permitting, right-of-way, and utility impacts, and developing solutions to address associated risks. This position will also supervise and manage in-house and consultant professional engineers and project managers in engineering design, preparation of plans, specifications, and estimates, and contract administration for various projects within the office.

The Engineering Program Manager is responsible for all engineering aspects of the multi-billion-dollar American Legion Bridge and I-270 Program. The position is a subject matter expert and leads the development of all highway design for the program. This includes developing engineering plans, specifications, and estimates, and administering contracts.

Qualifications
Preferred Qualifications:

Education: Possession of a bachelor's degree from an accredited college or university.
Experience: Eight (8) years of experience in administrative or professional work. Three (3) years of this experience must have involved one or more of the following: the supervision of employees or exercising responsibility for program development, policies, or procedures.

Selective Qualification: Four (4) years of the required experience must have involved experience managing transportation projects and programs.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or abilities).

The ideal candidate should possess the following:

  • Knowledge of alternative project delivery methods such as Design-Build, Construction Manager/General Contractor, Construction Management at Risk, and Public-Private Partnerships

  • Experience with preliminary and final design development
  • Experience with design and construction quality management
  • Experience with environmental review and analysis including preparation of environmental documents and permitting application
  • Experience coordinating with stakeholders including federal, state, and local governments, regulatory agencies, elected officials, and the public
  • Experience contract document preparation and procurement of major transportation projects
  • Knowledge of asset management and performance outcomes

Licenses & Certifications
Candidates must possess a motor vehicle operator's license valid in the state of Maryland.
