The Department of Information Resources (DIR) requires the service of one (1) Software Engineer 3 position who meets the general qualifications of Software Engineer 3 and the specifications outlined in this document for the above-named customer. The Software Engineer 3 contractor position is part of the HHSC IT Administrative Applications Robotic Process Automation (RPA) team and will play a crucial role in designing, developing, maintaining automation and document intelligence solutions that transform large, complex data sources. The Software Engineer 3 will perform advanced developer duties including solution design, automation development, document ingestion and analysis, search enablement, infrastructure support, collaboration across teams, and continuous improvement. The

contractor role will focus on robotics and document processing technologies that may include Blue Prism, Microsoft Power Automate, Azure, and PDF/document processing frameworks. This position will be responsible for developing, testing, and supporting solutions that automate business processes and convert large multi hundred-page PDFs and data packages into structured, navigable, and actionable intake artifacts. The work will occur in a fast paced Agile (Kanban/Scrum) environment.

II. CANDIDATE SKILLS AND QUALIFICATIONS

Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.

Years Required/Preferred Experience

8 Required Hands-on experience with RPA development, with at least 4 years specifically using Blue Prism, including attended and unattended bots interacting with web sites

8 Required Experience with RPA integration with APIs and Databases including RESTful web services and SQL DBs

8 Required Experience developing reports and/or documents based on structured/unstructured data

8 Required Experience building analytics based on structured/unstructured data

4 Preferred Experience with Azure infrastructure including troubleshooting

4 Preferred Experience with Power Automate development including Power Automate Desktop and Power Automate Cloud Flows

4 Preferred Proficiency in the Java programming language

4 Preferred Power BI, SQL

4 Preferred Azure AI/Cognitive Search

1 Preferred BluePrism Certification

1 Preferred Microsoft Power Platform Developer Certification

III. TERMS OF SERVICE

Services are expected to start 06/01/2026 and are expected to complete by 08/31/2026. Total estimated hours per Candidate shall not exceed 688 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st Street, Austin, Texas 78751. The working position is Hybrid - On Site and Telework
