Summary

Texas Comptroller of Public Accounts (CPA) is seeking an experienced Enterprise Architect 3 to support the CAPPS (Centralized Accounting and Payroll/Personnel System) Program. The role is responsible for providing enterprise technology vision and strategy, leading CAPPS Technology Operations, overseeing managed services vendors, driving digital transformation and cloud initiatives, ensuring security and compliance, and supporting enterprise architecture, integrations, and reporting frameworks across more than 100 state agencies. The selected candidate will work closely with business stakeholders, functional analysts, developers, security teams, and vendors to deliver scalable and secure solutions.

Required Skills

  • 20+ years of Texas public sector experience supporting state agencies.
  • 20+ years of experience supporting CPA application systems.
  • 20+ years of experience developing and managing enterprise technology roadmaps and cross-functional initiatives.
  • 10+ years of experience leading outsourced technical teams and Managed Services providers.
  • 10+ years of executive-level presentation and stakeholder communication experience.
  • 10+ years of technical project management experience supporting the CAPPS Program.
  • 10+ years of experience with vendor management and interpreting contractual requirements.
  • 10+ years of experience with Data Integration, Data Quality, and SDLC methodologies.
  • 10+ years of experience with IT Security and controls.
  • 10+ years of technical experience with PeopleSoft FSCM/HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11+.
  • 10+ years of CAPPS production and deployment support experience for 100+ agencies and 5 Hub instances.
  • 10+ years of IT Service Desk and ITIL framework experience.
  • 5+ years of experience designing and sustaining enterprise reporting frameworks supporting 100+ agencies.

Preferred Skills

  • 20+ years of experience with software and hardware management best practices.
  • 20+ years of experience supporting CPA legacy Statewide Financial Systems.
  • 10+ years of experience developing technical specifications for IT procurements.
  • Experience with Agile and SDLC methodologies.
  • Knowledge of Oracle PeopleSoft technologies and NIST security frameworks.
  • Strong written, verbal, and interpersonal communication skills.
  • Ability to work independently with onsite and remote teams.
  • Strong problem-solving and multitasking abilities.
