Job Description:
As a key member of the Project Management team, the Mechanical Project Engineer leads and coordinates the technical scope for new combined cycle capital projects-from engineering through construction, commissioning, and closeout. You'll ensure designs are complete, constructible, code-compliant, and aligned with corporate goals, while driving quality, schedule, and cost outcomes.
The role sits on the execution side (not the design house), partnering closely with EPCs, the Owner's Engineer, and internal stakeholders to unblock RFIs, maintain QA/QC rigor, and keep projects on time and under budget.
Job Duties/Responsibilities:
Safety & Compliance
Champion safe behaviors and ensure engineered safety controls/hazard removal are embedded in design and field execution.
Ensure compliance with NERC standards and support MISO interconnection submittals/documentation.
Engineering Leadership (Combined Cycle Focus)
Lead/coordinate multidisciplinary engineering for combined cycle power blocks; ensure alignment with permits, codes, utility standards, and O&M goals.
Oversee contractors' engineering performance; manage interfaces among EPCs, Owner's Engineer, SMEs, and technical consultants.
Drive design reviews, constructability, and value engineering; support/open-book technical processes during project development.
Quality Assurance / Field Execution
Own the quality plan elements: procedure reviews, QA/QC documentation, factory inspections (FATs), witness/inspection points, and site walkdowns.
Support system turnover from Construction to Start-Up and from EPC to Owner; support commissioning, reliability/performance, and emissions testing per contract.
Commercial/Contract & Controls
Act as Contract Manager for select engineering/construction contracts outside the EPC, including Owner's Engineer.
Partner with the PM and Project Controls to follow the Project Delivery System, manage changes, and document Records of Decision for prudency/audit.
Stakeholder & Vendor Management
Participate in contractor/vendor selection with emphasis on combined cycle experience and capability.
Respond to/clear RFIs and technical queries quickly to keep field work moving.
Daily Responsibilities (Day-to-Day)
Review technical specifications, drawings, and procedures; conduct design/constructability/QA reviews.
Provide technical support to the project team; resolve field queries with EPCs and vendors.
Prepare/review NERC and MISO submittals for interconnection.
Perform/oversee quality assurance activities (procedure reviews, factory inspections, and site walkdowns).
Maintain document control and repository discipline through closeout.
Must-Have Qualifications
10+ years of applicable and progressive professional experience, preferably engineering design, construction or operation of power systems.
Combined cycle power generation experience (CCGT) in construction, field engineering, QA/QC, owner's engineer/EPC interface, or design reviews.
Strong background working with EPCs and/or as an Owner's Engineer on large capital projects.
Proficiency reviewing mechanical packages and systems typical to CCGT (e.g., turbomachinery balance-of-plant, piping/tubing, valves/instrumentation, heat exchangers, auxiliaries).
Willing and able to travel up to ~75%; flexible onsite presence as projects require.
Excellent communication, technical writing, and stakeholder leadership skills; strong Microsoft 365 proficiency.
Degree Flexibility: A bachelor's in engineering is preferred but not required. The client prioritizes relevant experience and will consider candidates with ~5+ years of engineering experience if they have solid combined cycle exposure. (Advanced degrees and certifications can offset years.)
