Position Description:
Seneca Resources is seeking a highly experienced Technical Energy Efficiency Subject Matter Expert (SME) to support statewide IRA Home Energy Rebates Programs, including HOMES and HEAR initiatives. This role is ideal for a technical leader with deep expertise in energy efficiency, building performance, HVAC systems, electrification technologies, and DOE compliance standards.
The SME will provide technical oversight, quality assurance guidance, and program evaluation support to ensure rebate programs achieve targeted energy savings and maintain compliance with federal and state requirements. The ideal candidate is analytical, collaborative, and passionate about advancing residential energy efficiency and clean energy initiatives.

Key Responsibilities:
Technical Oversight & Compliance
- Validate energy savings calculations and performance thresholds for HOMES and HEAR rebate programs using modeled and measured pathways.
- Review installation standards and technical compliance for energy-efficient technologies, including:
- Heat pumps
- HVAC systems
- Heat pump water heaters
- Electrical upgrades
- Residential electrification technologies
- Evaluate and enhance QA/QC protocols to ensure program integrity and measurable consumer benefits.
- Ensure compliance with DOE guidelines, ENERGY STAR standards, and federal grant requirements.
Program Monitoring & Evaluation
- Conduct technical reviews of implementation blueprints, program documentation, and energy savings methodologies.
- Support monitoring and audit activities by verifying technical compliance and rebate eligibility requirements.
- Participate in statistical validation, sampling reviews, and measurement & verification (M&V) activities.
- Provide recommendations for process improvements and operational efficiencies.
Stakeholder Collaboration & Training
- Serve as the technical advisor to program stakeholders, monitoring teams, and implementation partners.
- Deliver guidance and training on energy efficiency technologies, electrification strategies, and best practices.
- Collaborate with cross-functional teams to resolve technical challenges and support successful program delivery.
- Translate complex technical findings into clear, actionable information for non-technical audiences.
Required Skills/Education:
- Bachelor s degree in Mechanical Engineering, Energy Systems, Environmental Science, or related field (Master s degree preferred).
- 7+ years of experience in:
- Energy efficiency programs
- Building performance
- Residential HVAC systems
- Energy conservation initiatives
- Strong knowledge of:
- DOE-approved measurement and verification methodologies
- HOMES and HEAR rebate programs
- ENERGY STAR standards
- Federal grant compliance and 2 CFR Part 200 requirements
- Experience with residential energy modeling tools and performance-based rebate programs.
- Understanding of beneficial electrification and clean energy technologies.
- Excellent analytical, problem-solving, and communication skills.
- Ability to travel for on-site inspections, audits, and technical evaluations as needed.
Preferred Qualifications:
- Experience supporting federally funded energy or sustainability programs.
- Familiarity with QA/QC frameworks for residential energy efficiency initiatives.
- Knowledge of utility rebate programs, decarbonization strategies, or energy policy implementation.
- Ability to communicate technical concepts effectively to both technical and non-technical stakeholders.
