Position Summary

The Superior Court – Court Technology Services is seeking an experienced Business Analyst IV to serve as a liaison between management, business users, and technical professionals. This position will perform functional analysis of judicial and business processes, identify opportunities for improvement, and develop recommendations for business process and system changes.

The ideal candidate will have strong Business Analyst experience, excellent communication skills, and the ability to independently take ownership of projects. This is a senior-level position requiring strong initiative, critical thinking, project leadership, and the ability to work effectively with both business and technical teams.

Key Responsibilities

  • Lead and mentor business analysts on assigned projects.
  • Gather and analyze business and user requirements.
  • Create epics, user stories, and functional requirements.
  • Communicate effectively with high-level customers, management, system users, and technical teams.
  • Coordinate meetings and collaborate with stakeholders to understand judicial and business processes.
  • Evaluate existing business processes and identify opportunities for improvement.
  • Analyze the impact of proposed system and process changes.
  • Provide recommendations for process improvements and system enhancements.
  • Work closely with development teams throughout the development lifecycle.
  • Provide guidance to developers to ensure solutions meet business requirements.
  • Troubleshoot problems and act as a liaison between departments and technical teams.
  • Analyze the feasibility of new systems and enhancements to existing systems.
  • Manage change requests, backlog items, and project-related tasks.
  • Help drive projects to completion within established timelines and budgets.
  • Participate in system testing, implementation, and solution validation.
  • Develop reports and format information for management and other stakeholders.
  • Maintain and publish project, problem, and task lists.
  • Create project diagrams, flowcharts, process documentation, written specifications, and wireframes.
  • Participate in or provide end-user training.
  • Translate technical information into clear, understandable language for business users.
  • Provide technical assistance to system users when needed.
  • Lead small- and medium-scale projects with limited supervision.
  • Perform other related duties as assigned.

Required Qualifications

  • Minimum 3 years of Business Analyst experience, or experience working with data and creating reports from datasets.
  • Bachelor''''s degree in Criminology, Public Administration, Computer Science, Information Technology, Social Science, or a related field.
  • Strong knowledge of business requirements gathering and analysis.
  • Experience evaluating business processes, task analysis, surveys, and workshops.
  • Knowledge of Agile development methodologies.
  • Experience creating business process documentation.
  • Ability to create technical software requirements and design documents.
  • Strong written and verbal communication skills.
  • Ability to communicate effectively with business staff, technical staff, management, and end users.
  • Strong analytical and critical-thinking skills.
  • Ability to recommend creative solutions to business problems.
  • Ability to lead small- and medium-scale projects.

Preferred Qualifications

  • Experience with SQL.
  • Knowledge of test-driven development.
  • Project management experience.
  • Strong understanding of Agile best practices.
  • Experience with court case management systems or similar business systems.
  • Experience working with technical development teams.
  • Excellent written and verbal communication skills.

Candidate Requirements

  • Must reside in Arizona due to the required office presence.
  • U.S. Citizenship is required.
  • Must be able to successfully complete a background check.
  • Must complete required fingerprinting.
  • Must be comfortable working onsite in Phoenix, AZ.
  • Must be able to take ownership of projects and work independently.
  • Must demonstrate strong initiative and senior-level Business Analyst capabilities.
  • Occasional after-hours work may be required for system deployments, although this is uncommon.
