About Us

The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.

Description of Work
*Primary Purpose of the Organizational Unit

Information Technology operates as a Division of the State Board of Elections (SBE). The mission of Information Technology (IT) is to support and strengthen the Election's business divisions by providing central services and infrastructure for state-wide access to information resources and technologies for all election officials. The U.S. Department of Homeland Security (DHS) has designated elections as critical infrastructure with priority cybersecurity support under the National Infrastructure Protection Plan. The State Board of Elections (SBE) administers and maintains secure administration of elections in North Carolina. To this end, NCSBE requires a sophistical and nimble IT practice.

The purpose of IT is to research, advise, procure, implement, and support State Board of Election business functions through the use of technology.

*Primary Purpose of the Position

The primary purpose of this Data Analyst position is to conduct technical and analytical work that provides data reporting for the agency and public along with the management of the automated systems in place that provide such data. This position is also responsible for the following secondary working roles:

Database Administration
Election GIS Administration
Data Auditing
Managing Data Dashboards and Visualizations
Managing Manual and Automated Election Related Data Processes

*Knowledge, Skills, and Abilities Recommended in this Position

Comprehensive understanding of database systems and database programming techniques.
Extensive experience with Microsoft SQL Server database administration in a Windows Environment.
Excellent T-SQL skills.
Working knowledge of backup and recovery procedures, replication topologies and implementation, database engine and code tuning and performance optimization, SQL Server Reporting Services, and data modeling.
Extensive understanding of database systems and ETL (extraction, transformation, and load) concepts.
Proficiency in reporting and data visualization software such as Power-BI, Tableau, SQL
Server Reporting Services and MS Report Builder.
Knowledge of Azure Cloud, PowerShell, Python, data warehousing, and Microsoft Excel data analysis is preferred.
Possess the ability to work under time constraints and other demands.
Must possess the ability to establish and maintain effective working relationships and function well as a team
member.
The employee will serve as an internal consultant, collaborating across divisions and business units within SBOE, building and utilizing modern reporting and data visualization technology to enhance the agency's ability to administer and support elections processes.
Ability to occasionally work an irregular schedule to accommodate periodic system updates/upgrades, maintenance and/or emergency needs.

Reporting and Business Intelligence
  • Develop, implement, and manage an overall business intelligence strategy for the extraction and processing of data into useful information for consumption by state and county agencies, the media, and the general public.
  • Generate complex reports in response to internal and external data requests.
  • Design dynamic reports for use by county board of election agencies and manage the related intranet data reporting site.
  • Maintain data visualization software such as Power-BI, Tableau, SQL, Server Reporting Services and MS Report Builder.
  • Generate, maintain, and enhance data resources for analysis, reporting and data visualization purposes.
  • Perform detailed analysis of source systems and create source data models.
  • Employ business intelligence software tools to allow agency staff ready access to needed business information.
  • Collaborate with agency business units to identify, define, and create useful reports and information dashboards.
  • Participate in researching and building new predictive analytics methods, reporting and data visualization approaches to facilitate information sharing and decision making.
  • Participate with other team members to conduct, enhance, or initiate various pre-election audits (contest, candidate, referenda, geocode, cross-county, and ballot check),post-election audits (provisional, sample, manual edit, close contest, and data integrity audits), List Maintenance audits (out of county, out of state and out of state DMV crosscheck, duplicate registrations, felons, deaths, citizenship, and age), and risk limiting audits, Bayesian audits, or other statistical audits.
  • Serve as an internal consultant, collaborating across divisions and business units within SBOE, building and utilizing modern reporting and data visualization technology to enhance the agency's ability to administer and support elections processes.

Database Administration

  • Assist in the administration of all county and state campaign finance and elections databases and database server instances.
  • Collaborate and consult with the Infrastructure Group personnel on issues relating to data storage, access, backup/restore, and data archiving.
  • Based on knowledge of agency systems and supported applications; develop complex SQL code to automate routine administration tasks, continuously monitor infrastructure resources and processes and generate timely operational and maintenance alerts (including the disposition of county/state transactions, replication, scheduled database jobs, and the status of servers and services).
  • Assist with the establishment and administration of database management, design, and coding standards.
  • Create and maintain technical and procedural documentation.
  • Model database entities and attributes and assist with maintaining data dictionaries.
  • Communicate database related issues and problems with relevant agency team members, developers, testers, and managers.
  • Recommend and employ third party database tools to enhance efficiency and support capabilities.
  • Assist with the management of GIS databases and associated election applications and processes.

Database Developer

  • Utilize complex SQL code to construct solutions for application business requirements related to database administration and maintenance tasks (e.g., creating login accounts, restoring data for training purposes, etc.).
  • Consult with testers to troubleshoot application issues and implement fixes as required.
  • Devise and implement database management and monitoring processes, data transformations, alerts/notifications, and any other data processing activities as needed.
  • Consult with Applications Developers with respect to database coding standards, syntax, performance, and best practices.
  • Design and implement complex data warehouse solutions mindful of business requirements and current industry standards.
  • Create and manage existing automated scripts to assist with election related data entry and maintenance.

Doctoral degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution; or Master's degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution including Doctoral course work and experience equal to two years in study design and data analysis; or Bachelor's degree in statistics, mathematics, data science, data analytics, psychometrics or measurement and evaluation from an appropriately credited institution and four years of experience in study design and data analysis; or an equivalent combination of education and experience.
