Role: Technology Portfolio Product Owner (Application Rationalization)

Location: Remote (U.S.)
Schedule: Monday – Friday, 8:00 AM – 5:00 PM EST (1-hour lunch)
Hours: 40 hours/week
Duration: 3–4-month initial contract with a medium possibility of extension based on performance and business needs
Interview Process: 2rounds  (30 minutes via Microsoft Teams)

Position Summary

Our client is seeking an experienced Technology Portfolio Product Owner to lead the execution of an enterprise-wide Application Rationalization initiative. This is not a traditional software Product Owner role. Instead, this individual will own the execution of a strategic operating model focused on technology governance, application portfolio management, and technology lifecycle management.

Working within the Strategy & Transformation organization, you will partner with Enterprise Architecture, Finance, Procurement, IT, and Business Technology leaders to establish a scalable Technology Lifecycle Management capability. The ideal candidate combines the execution mindset of a Senior Program Manager with experience in technology portfolio management, governance, and cross-functional leadership.

This role is responsible for building the processes, governance, reporting, and operational framework that enable executive decision-making around technology investments, application lifecycle management, and value realization.

Key Responsibilities

• Lead execution of the enterprise Application Rationalization operating model and Technology Lifecycle Management framework.
• Drive cross-functional initiatives involving Enterprise Architecture, Finance, Procurement, IT, Security, and Business Technology teams.
• Establish and maintain a trusted System of Record for the organization''s technology portfolio by improving application inventory and portfolio data quality.
• Coordinate quarterly Technology Portfolio Governance reviews and facilitate executive decision-making.
• Lead the TIME (Tolerate, Invest, Migrate, Eliminate) application classification process with business and Enterprise Architecture stakeholders.
• Develop executive dashboards and CIO-level reporting that measure portfolio health, governance progress, technology investments, and value realization.
• Partner with Finance to validate realized savings, cost avoidance, ROI, and other technology investment metrics.
• Coordinate software contract renewals and maintain a rolling six-quarter renewal roadmap.
• Continuously improve governance processes, portfolio reporting, lifecycle management, and operational maturity.

Required Qualifications

• 10+ years of experience in one or more of the following:
• Technology Portfolio Management
• IT Portfolio Management
• Technology Strategy
• Enterprise Technology Governance
• Strategic Program Management
• Experience leading large, cross-functional technology initiatives across multiple business organizations.
• Experience establishing governance processes, operational frameworks, or portfolio management practices.
• Strong executive communication and stakeholder management skills.
• Experience partnering with Enterprise Architecture, Finance, Procurement, and Technology leadership.
• Experience creating executive dashboards, KPIs, portfolio reporting, and business value metrics.
• Strong organizational and program execution skills with the ability to drive initiatives from planning through operationalization.

Preferred Qualifications

• Product Owner experience supporting enterprise initiatives or internal technology capabilities.
• Experience with Application Rationalization or Application Portfolio Management.
• Familiarity with Technology Lifecycle Management practices.
• Lean Portfolio Management experience.
• Experience with ServiceNow, Clarity, Jira, or similar portfolio management platforms.
• Experience working in Agile Portfolio Management environments.
