Job Summary
We are seeking an experienced Senior Report Developer to support the development, enhancement, and maintenance of reporting solutions for a mission-critical Centers for Medicare & Medicaid Services (CMS) federal healthcare program. The Senior Report Developer will work with business analysts, data engineers, developers, QA teams, and business stakeholders to transform complex business and operational requirements into accurate, scalable, and user-friendly reports and data visualizations.
The ideal candidate will have strong experience in enterprise reporting, SQL, data analysis, report development, data integration, and reporting lifecycle management. Experience supporting federal healthcare, Medicare/Medicaid, or Program Integrity environments is highly desirable.

Key Responsibilities

  • Design, develop, enhance, and maintain complex operational, analytical, and management reports based on business requirements.
  • Translate business requirements and reporting specifications into technical reporting solutions.
  • Develop complex SQL queries to retrieve, transform, aggregate, and validate data from enterprise data sources.
  • Work with business analysts and stakeholders to understand reporting requirements, data definitions, business rules, and expected outcomes.
  • Develop reports, dashboards, data visualizations, and other reporting artifacts that provide actionable operational and management insights.
  • Perform data analysis and reconciliation to ensure accuracy, completeness, and consistency of reported information.
  • Optimize report queries and reporting processes for performance and scalability.
  • Troubleshoot reporting issues, data discrepancies, and performance problems and implement appropriate resolutions.
  • Collaborate with database, application development, QA, and data engineering teams to resolve data and reporting issues.
  • Participate in requirements analysis, design, development, testing, deployment, and production support activities.
  • Develop and maintain technical documentation, report specifications, data mappings, and reporting procedures.
  • Support report testing and validation, including functional testing, regression testing, and data validation.
  • Identify opportunities to automate manual reporting processes and improve reporting efficiency.
  • Ensure reports comply with applicable data security, privacy, quality, and federal program requirements.
  • Support Agile development activities, including sprint planning, backlog refinement, demonstrations, and retrospectives as applicable.


Required Qualifications

  • Bachelor''s degree in Computer Science, Information Technology, Engineering, Data Analytics, or a related field, or equivalent experience.
  • 5+ years of experience in report development, business intelligence, data analysis, or a related discipline.
  • Strong SQL development skills, including complex queries, joins, subqueries, aggregations, views, and performance optimization.
  • Experience developing enterprise-level reports and dashboards from multiple data sources.
  • Strong understanding of relational databases, data structures, data modeling, and reporting concepts.
  • Experience analyzing and validating large and complex datasets.
  • Experience with reporting or business intelligence tools such as IBM Cognos, Power BI, Tableau, SSRS, or similar platforms.
  • Strong analytical and problem-solving skills with the ability to investigate data discrepancies and identify root causes.
  • Experience working with cross-functional teams including business analysts, developers, QA, database teams, and business stakeholders.
  • Strong written and verbal communication skills.
  • Experience working in Agile software development environments.


Preferred Qualifications

  • Experience supporting federal government or healthcare technology programs.
  • Experience with CMS, Medicare, Medicaid, or Program Integrity data and reporting.
  • Experience working with large-scale enterprise data environments.
  • Experience with Teradata or other enterprise relational database platforms.
  • Experience with reporting and data sourced from integrated enterprise applications and systems.
  • Experience with Java-based enterprise applications and REST/API integrations is a plus.
  • Experience working in cloud-based environments, particularly AWS, is a plus.
  • Experience with data quality, reconciliation, data governance, or reporting validation.
  • Experience with DevSecOps and CI/CD practices.
  • Experience working in Agile/Scrum teams.


Work Environment
This position will work as part of a multidisciplinary team supporting the continued development, modernization, reporting, and operational delivery of enterprise applications within the CMS federal healthcare environment. The role requires close collaboration with business stakeholders, business analysts, application developers, database and data teams, QA, and program leadership.
Experience with CMS Program Integrity and reporting involving Medicare and Medicaid data is highly desirable. The environment includes enterprise data aggregation, operational workload tracking, case progress monitoring, and performance and compliance metrics.

Compensation:
The expected compensation range for this position is $90,000 - $150,000 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
The posted range reflects the Sky''s reasonable estimate at the time of posting and does not guarantee a specific salary or rate. Final compensation will be determined based on the selected candidate''s qualifications and applicable contractual and business considerations.
