Job Overview:
The Program Manager will lead the end-to-end execution of the enterprise Test Data Management (TDM) transformation initiative, working closely with leadership, QE, architecture, infrastructure, security, application teams, DBAs, vendors, and onsite/offshore delivery teams. The role will be responsible for driving the program from platform implementation and pilot execution through application onboarding, operationalization, and enterprise rollout, ensuring delivery commitments are achieved across scope, schedule, cost, quality, and risk.
Key Responsibilities:
- Own the overall TDM transformation program plan, milestones, dependencies, risks, actions, and delivery governance.
- Drive implementation and operationalization of the enterprise TDM platform, including infrastructure readiness, security approvals, connectivity, configuration, and pilot execution.
- Coordinate application onboarding across multiple business units, systems of record, databases, interfaces, and downstream applications.
- Partner with TDM architects and engineering teams to enable capabilities such as data masking, subsetting, synthetic data generation, environment refresh, and self-service test data provisioning.
- Manage cross-functional dependencies across QE, application development, infrastructure, cloud, database, security, architecture, environment management, and vendor teams.
- Establish and maintain program governance, RAID management, executive status reporting, decision tracking, and escalation management.
- Track program resources, capacity, financials, vendor commitments, and onsite/offshore delivery plans.
- Drive pilot execution, capture lessons learned, and establish repeatable onboarding and rollout patterns for enterprise adoption.
- Ensure the program aligns with enterprise security, privacy, compliance, and data governance requirements.
- Support transition of the TDM capability into a sustainable CoE/BAU operating model with clearly defined processes, ownership, and service levels.
Required Experience:
- 10 15+ years of IT experience with strong program or transformation management experience.
- Proven experience managing large, multi-team enterprise technology initiatives.
- Strong understanding of Quality Engineering, Test Data Management, SDLC, test environments, and enterprise application landscapes.
- Experience managing cross-functional onsite/offshore teams and third-party vendors.
- Strong expertise in planning, dependency management, risk management, executive reporting, and stakeholder communication.
- Experience with Agile/Scrum delivery models and tools such as Jira.
- Prior experience with TDM platforms, enterprise data initiatives, or QE transformation programs is highly preferred.

Successful delivery of the TDM platform and pilot, timely application onboarding, effective management of risks and dependencies, improved test-data provisioning capabilities, strong stakeholder alignment, and measurable progress toward enterprise-scale TDM adoption.
