Onsite Requirement: 1 week per month
seeking an experienced Technical Project Manager to support the UBOS Tolling Back Office Program. This role will manage complex IT initiatives across software development, enterprise architecture, infrastructure, contact center solutions, and enterprise platforms using PMBOK-aligned methodologies.
Responsibilities
Project & Program Management
Serve as a key member of the IT Project Management Office (PMO).
Plan, execute, and deliver complex IT projects through the full project lifecycle.
Manage scope, schedule, cost, quality, resources, communications, risks, issues, and dependencies.
Develop and maintain project plans, schedules, roadmaps, RAID logs, and communication plans.
Delivery & Governance
Lead governance forums, steering committees, and stakeholder meetings.
Coordinate internal teams, system integrators, contractors, and vendors.
Ensure alignment between business requirements and technical solutions.
Prepare and maintain project artifacts including status reports, meeting minutes, change requests, and test documentation.
Technical & Integration Oversight
Oversee implementation and integration of:
Contact center solutions
Telephony and IVR systems
Middleware and integration platforms
PCI-compliant payment workflows
Collaborate with infrastructure and security teams to ensure compliance with IT security and regulatory standards.
Testing, Cutover & Go-Live
Plan and coordinate cutover and go-live activities including readiness checks and deployment execution.
Support QA cycles, UAT, onboarding/offboarding, and operational readiness.
Coordinate stabilization activities and post go-live support.
Documentation & Collaboration
Fully document all project deliverables including technical/functional designs, test plans, scripts, impact analysis, and lessons learned.
Maintain productive relationships with business owners, technical teams, sponsors, vendors, and stakeholders.
Work independently while adhering to all Commission policies and standards.
Required Skills & Experience
Project Management
7+ years of IT project management experience.
Expert knowledge of PMBOK standards and practices.
Strong experience managing scope, schedule, quality, change, vendors, and resources.
Hands-on experience with Agile (SCRUM, SAFe) delivery frameworks.
Technical & Domain Expertise
Experience managing:
Software development projects
Enterprise architecture initiatives
SaaS and enterprise tool implementations
Infrastructure and platform upgrades
5+ years of experience supporting tolling back-office systems, including cutover, go-live, financial reconciliation readiness, data migration, and roadside/lane integrations.
Experience with contact center, telephony, payment platforms, and middleware solutions.
Knowledge of ITIL / ITSM processes (Incident, Problem, Change, Release, Configuration).
Understanding of IT security fundamentals and PCI compliance.
Leadership & Communication
Strong vendor and stakeholder management experience.
Proven ability to lead cross-functional teams and resolve conflicts.
Excellent written and verbal communication skills, including executive-level reporting.
Ability to manage multiple priorities in a fast-paced environment.
Education
Bachelor s degree in Information Technology, Information Systems, Business Management, or related field.
Engagement Requirements
Monthly onsite presence in Middletown, PA
Onsite orientation and equipment pickup required
Possible post go-live onsite support rotations
Must comply with onboarding, background checks, and NDA requirements
Must follow Commission IT standards and virtual work guidelines
Overtime requires prior approval
