Qualification Requirements for the Resource(s) listed below. The Department anticipates hiring one or more Resources that meet these requirements.
Bachelor's degree in instructional Technology, Computer Science, Information Systems, Education, or related field. Equivalent professional experience may substitute for degree requirements.
Able to work onsite in Tallahassee, Florida.
A minimum of 12 years of Training (including curriculum development for IT and instructional technology) experience.
Minimum 4 or more years of training management experience.
Knowledge of ERP systems, business process transformation, and enterprise software implementations.
Knowledge of adult learning principles, instructional design methodologies (ADDIE, SAM, or similar), and learning technologies.
Experience supporting public sector or government technology modernization initiatives.
Knowledge of curriculum development, technical writing, and training program management.
Development of job aids, quick reference guides, videos, and multimedia learning materials.
Experience with Learning Management Systems (LMS) and eLearning authoring tools such as Articulate Storyline, Captivate, or similar platforms.
Experience using Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Experience using SharePoint for collaboration and document management.
Advanced curriculum development and instructional design skills.

Knowledge and/or experience with the Florida Accounting Information Resource (FLAIR) subsystem.
Knowledge and application of Finance and Accounting practices
Knowledge of Florida PALM project
Knowledge and application of State of Florida financial, accounting, budgeting, procurement, or grants management processes.
Certification in Project Management (PMP), Certified Professional in Talent Development (CPTD), ATD, Prosci Change Management, or related professional certifications is desirable.
Responsibilities
The Technical Training Manager –provides curriculum development, instructional design, training delivery strategies, and the creation of end-user performance support materials to ensure users are prepared to effectively utilize new business processes and technology.
The Contractor, through the Contractor Representative it provides, shall perform the following tasks as necessary to complete work for the OFB as assigned by the Department’s Contract Manager:
Duties and Responsibilities
• Lead the design, development, and management of comprehensive training curricula supporting business and Florida PALM implementation initiatives.
• Develop and maintain role-based learning paths, instructor-led training materials, virtual training content, self-paced eLearning modules, and blended learning solutions.
• Oversee the creation and maintenance of job aids, quick reference guides, standard operating procedures (SOPs), user manuals, knowledge articles, FAQs, videos, and other performance support materials using a variety of instructional methods and media.
• Apply adult learning principles and instructional design methodologies (such as ADDIE or similar) to develop effective learning solutions.
• Collaborate with business owners, subject matter experts (SMEs), project managers, change management staff, and technical teams to identify training needs and develop appropriate learning solutions.
• Develop and execute agency-wide training strategies, schedules, communications, and deployment plans supporting Florida PALM implementation milestones.
• Manage multiple concurrent curriculum development efforts while ensuring consistency, accuracy, and adherence to project timelines.
• Evaluate training effectiveness through surveys, assessments, learner feedback, performance metrics, and post-training evaluations; recommend continuous improvements based on results.
• Assist with User Acceptance Testing (UAT) training readiness activities, ensuring users understand testing procedures, business scenarios, and system functionality.
• Provide leadership and mentoring to instructional designers, trainers, technical writers, and other training staff.
• Coordinate classroom, virtual, webinar, and hybrid training events, including instructor preparation and learner support.
• Develop executive briefings and status reports regarding training progress, readiness metrics, risks, issues, and mitigation strategies.
• Maintain training repositories, version control, and document management processes for all training deliverables.
• Ensure all training materials comply with accessibility standards, agency policies, and project documentation requirements.
• Support organizational change management initiatives by developing communication and learning strategies that promote user adoption and operational readiness.
Required Training.
The Resource provided by the Contractor must successfully complete the Department’s Security Awareness Training, Ethics Training and Florida PALM Project – Florida PALM Orientation, within thirty (30) days of the Resource’s start date. (Note: for purposes of the Project Management Plan, the Contractor serves as a State of Florida resource).
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
