OBJECTIVE
The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following full-time staff position: Project Manager (1. Team Leader).
This individual will work with the Office of Agriculture Technology Services (OATS) and other FDACS staff to support the Technology Transformation initiative. The IT Project Manager will lead projects ranging from software development, hardware replacements, governance (data, security, and project), and strategy and governance. They must have experience with Earned Value, Cost Performance Index (CPI), Schedule Performance Index (SPI), and budget tracking and monitoring. The candidate must also have strong leadership skills, excellent verbal and written communication skills, and experience with Microsoft Project, Smartsheet, or similar project management tools. Additionally, the candidate must have experience with Agile Scrum and Feature Driven Design, as well as Azure DevOps or GitHub.
There is not an incumbent currently filling this role; the Department will review all submissions for this advertisement; one or more candidates may be selected. Local candidates are preferred, and hybrid work may be considered.
BACKGROUND
The Department requires an experienced Project Manager to manage various types of information technology projects, including but not limited to software development projects, hardware upgrades and replacements, business intelligence, strategic planning, information security, and governance administration. The Project Manager will play a key role in bridging business stakeholders and technical teams, ensuring requirements are clearly defined and aligned with project objectives. The role involves working within Agile frameworks (Feature Driven Design and Scrum) and leveraging Azure DevOps for tracking user stories and acceptance criteria.
SCOPE
The Contractor will provide an experienced Project Manager to:
Lead and manage IT projects including software development, hardware replacements, data migrations, strategic planning, and governance.
Utilize Earned Value Management (EVM), Cost Performance Index (CPI), and Schedule Performance Index (SPI) for effective budget tracking and monitoring.
Employ project management tools such as Microsoft Project, Smartsheet, Jira, or Trello for comprehensive project planning and tracking.
Operate within Agile frameworks (Scrum and Feature Driven Design) to deliver iterative project solutions.
Elicit, analyze, and document detailed business requirements to align with project objectives.
Facilitate stakeholder workshops and meetings to gather and validate requirements.
Utilize UML, BPMN, and process flow diagrams for accurate process modeling.
Develop and manage user stories and acceptance criteria, maintaining traceability in Azure DevOps or GitHub.
Support testing activities by creating and coordinating user acceptance test cases.
Collaborate with technical teams to translate business needs into actionable technical solutions, overseeing testing and rollout.
Identify and document project risks and issues, maintaining a risk register and mitigation plans.
Work closely with assigned Business Analyst to ensure alignment of project deliverables with business needs.
Provide expertise on best practices for business analysis and continuous process improvement.
Ensure that projects adhere to PMBOK and Project Management Institute best practices.
Follow FDACS and State of Florida rules and guidelines for project management.
The Contractor, through its selected candidate, must perform all tasks and complete the deliverables identified in this Statement of Work (SOW).
QUALIFICATION REQUIREMENTS FOR CONTRACTOR S CANDIDATE
To accomplish the work outlined above, FDACS requires an experienced IT Project Manager with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experience will be the basis for evaluation of responses to the RFQ.
Minimum Qualifications:
5+ years of experience as a Project Manager leading projects ranging from software development, hardware replacements, data migrations, strategic planning, and governance.
Experience analyzing workflows, identifying inefficiencies, and recommending improvements to support strategic goals.
Experience as an IT Project Manager for software development projects.
Proficiency in eliciting requirements, documenting user stories, and defining acceptance criteria.
Hands-on experience using Azure DevOps or GitHub for backlog management and tracking.
Experience developing and executing user acceptance test cases.
Strong knowledge of Agile methodologies, including Scrum and Feature Driven Design.
Excellent written and verbal communication skills.
Experience utilizing BI tools (Power BI, Tableau) to provide insights and support decision-making.
Experience with Earned Value, Cost Performance Index (CPI), Schedule Performance Index (SPI), and budget tracking and monitoring.
Experience with Microsoft Project, Smartsheet, or similar project management tools.
Strong leadership skills and experience managing cross-functional teams.
Preferred Experience for a Project Manager:
Extensive experience in business process modeling and improvement.

Deep understanding of data analysis techniques and tools.

Educational qualifications meeting at least one of the following levels:
Bachelor s or master s degree in Computer Science, Information Systems, or another related field or equivalent work experience.
Project Management Professional (PMP), Certified Scrum Master (CSM), Business Analysis certifications (CBAP, PMI-PBA), Certified Change Management Professional (CCMP), and ITIL Certification.
CONTRACTOR RESPONSIBILITIES
The Project Manager will be responsible for the following tasks:
Conduct thorough analysis of business processes, systems, and requirements to identify areas for improvement.
Collaborate with stakeholders to gather, document, and validate business requirements.
Implement and follow project change management best practices to ensure smooth transitions and adherence to project goals.
Develop business cases and feasibility studies to support project proposals and decision-making.
Create detailed functional specifications and user stories for development teams.
Develop user stories, acceptance criteria, and maintain traceability in Azure DevOps or GitHub.
Facilitate workshops and meetings to drive consensus and clarify requirements.
Provide guidance and oversight during the development and testing phases to ensure alignment with business goals.
Conduct gap analysis and impact assessment for system changes and enhancements.
Support management activities, including training, communication, and user adoption strategies.
Develop and maintain comprehensive documentation, including process flows, data models, and business rules.
Perform quality assurance and validation to ensure solutions meet business needs and comply with standards.
Provide ongoing support and expertise for business users, addressing issues and identifying opportunities for continuous improvement.
Coach, mentor, and train OATS team members and other FDACS staff.
Create and maintain technical documentation and Standard Operating Procedures (SOPs).
Attend and participate in project meetings and provide regular status updates.
Submit weekly project reports and time sheets.
DELIVERABLES
The Contractor must perform the tasks listed under Contractor Responsibilities, as requested by the Department. The Contractor must invoice these tasks in one-hour increments and provide evidence of their performance by submitting applicable type of documentation detailed in the list below. Complete and submit all documents in a format compatible with Microsoft Office 2021 or newer to the Department s Contract Manager as specified in the timeframe provided below.
a. Status Report: Detail the status and level of service provided to Department staff, and the projected completion date for each assigned task. Submit this report weekly.
b. Time Reports: Detail tasks worked on each day, and the hours spent on each task. Submit this report monthly.
c. Technical Documentation: Submit completed technical documentation, that evidences all work performed complies with the OATS policies, procedures, and technical standards provided by the Department s Contract Manager. Information contained in the technical documentation must also facilitate the transfer of knowledge to Department staff that is necessary to maintain the system(s). Technical documentation must be satisfactorily completed within the response time specified by the Department s Contract Manager. Technical documentation includes but is not limited to:
1. Business Requirements Document (BRD) capturing detailed business needs, objectives, and constraints for current and future IT projects.
2. Functional Specifications Document (FSD) outlining the functional requirements and specifications for new or enhanced IT systems.
3. Process flow diagrams to illustrate current and proposed business processes, aiding in visualization and understanding of changes.
4. Stakeholder analysis report identifying key stakeholders, their interests, and their impact on project success.
5. Gap analysis report identifying discrepancies between current state processes and desired future state processes, with recommendations for bridging these gaps.
6. User Acceptance Testing (UAT) plan detailing the approach, scenarios, and criteria for validating that IT solutions meet business requirements.
7. Post-implementation review report assessing the effectiveness of implemented solutions and identifying areas for further improvement.
8. Project Management Plan (PMP) outlining the project's scope, objectives, timelines, resources, and risk management strategies.
9. Project Charters detailing the objectives, scope, and participants of the project.
10. Business Needs Assessments identifying the needs and requirements of the business to ensure the project aligns with organizational goals.
11. Communication Plans detailing the communication strategies and protocols to ensure effective information dissemination among stakeholders.
d. Operations Manuals: Prepare and submit any other documentation required by the Department s Contract Manager.
e. Performance Measures: The Contractor must provide the deliverables and required documentation as outlined above.
f. Acceptance of Deliverables: The Contractor must submit the required documentation evidencing the deliverables listed above to the Department s Contract Manager for review and approval. Failure to accept a deliverable within ten (10) Business Days constitutes non-acceptance by the Department unless stated otherwise by the Department s Contract Manager in writing. If subsequent work that is the responsibility of the Contractor invalidates some or all of the contents of a deliverable, the Department reserves the right to require the Contractor to revise deliverables previously approved at no additional cost to the Department, or to reject current deliverables based on inconsistency with the SOW.
g. Facilities and Equipment: The Contractor will perform the tasks and responsibilities referenced herein on-site, in the Department s Tallahassee office. The Department will facilitate the Contractor s on-site performance by providing items including, but not necessarily limited to working facilities, development and testing environments, equipment and licenses, access to the Department s network, and internet connectivity. Telework may be approved at the discretion of the Contract Manager.
Note: Contractor personnel with access to the Department s network are required to complete the Department s security awareness training. This training must be completed within fifteen (15) calendar days of the Contractor personnel s start date.
SECURITY REQUIREMENTS
The contractor and contractor s personnel must comply with the following security and non-disclosure
requirements:
1. Must undergo a level 2 background check paid for by the Department.
2. Must sign and comply with confidentiality and data use agreements.
3. Must successfully pass the Department s ethics and security awareness online training.
4. Must obtain CJIS Certification.
CONTRACT PERIOD
