Summary
UNIVERSAL Technologies is seeking a PeopleSoft Technical Lead for a hybrid position working every other business day onsite in Manhattan, NY to support a major enterprise PeopleSoft HCM upgrade initiative. Active LinkedIn preferred. The selected consultant will lead technical development activities throughout the project lifecycle, including establishing development standards, managing technical teams, coordinating system customizations, and ensuring the successful delivery of upgrade-related development work products. This role requires extensive expertise in PeopleSoft HCM architecture, upgrade methodologies, technical design, and enterprise system integrations.
*Projected project length is approximately 11 months.

MANDATORY SKILLS / EXPERIENCE
- Bachelor’s or Master’s degree in Computer Science, Information Technology, or a related technical or business discipline.
• Minimum of 10 years of experience working with multiple versions of PeopleSoft and PeopleTools across PeopleSoft HCM modules.
• Hands-on experience with PeopleSoft HCM applications, including Fluid User Interface and Drop Zone technologies.
• Strong experience working with PeopleTools version 8.62.
• Experience with PeopleSoft application branding and UI customization.
• Demonstrated experience implementing, designing, and customizing PeopleSoft HCM modules such as Recruiting, Talent Acquisition Management, Workforce Administration, Benefits Administration, North America Payroll, Absence Management, Performance Management, Compensation, and Position Management.
• Experience leading at least three major PeopleSoft HCM upgrade projects in a Technical Lead capacity.
• Experience analyzing PeopleSoft compare reports, participating in Keep/Drop analysis, and designing application flows for core business processes.
• Experience developing functional and technical designs for application customizations, enhancements, interfaces, and reports.
• Experience organizing PeopleSoft objects into work units and functional work packages based on application components.
• Proven experience creating project plans, distributing work packages to development teams, mentoring
developers, reviewing deliverables, and coordinating activities across multiple teams throughout the upgrade lifecycle.
• Strong experience performing data and code analysis, creating technical design documentation, coding, unit testing, debugging, and supporting PeopleSoft HCM modules.
• Experience customizing COBOL stored procedures.
• Advanced programming experience using PeopleTools, PeopleCode, Application Engine, Application Packages,
Drop Zones, Event Mapping, Workflow, Integration Broker, and SQR.
• Experience creating and modifying data conversion scripts.
• Proficiency with SQL and PS/Query for data analysis, troubleshooting, and data validation.
• Experience developing complex interfaces with legacy and third-party systems.
• Strong knowledge of STAT Tool, Oracle, and SQL Server.
• Strong analytical and problem-solving skills with the ability to analyze, recreate, and document system impacts.
• Excellent written and verbal communication, interpersonal, and organizational skills.
• Knowledge of report distribution tools such as VISTA Plus, LRS, or similar solutions.
• Experience supporting large-scale enterprise implementations.
• Experience working within a matrixed organizational environment.
• Oracle certification or related technical certification is a plus.
• Experience with CA Scheduler or similar scheduling tools is a plus.
• Experience working with New York City Automated Personnel System (NYCAPS) environments is preferred.
SCOPE OF SERVICES
- Coordinate and oversee all development activities related to the enterprise PeopleSoft HCM upgrade project.
• Establish and enforce software development standards, governance controls, and quality review processes throughout the project lifecycle.
• Define and implement SDLC processes for all phases of the upgrade project.
• Organize PeopleSoft development work by grouping related objects into work units and functional work packages.
• Create and manage the technical development project plan, distribute tasks to development resources, and track overall progress.
• Produce and review technical design documentation and development deliverables associated with system customizations and upgrade activities.
• Lead technical reviews and quality assurance processes to ensure adherence to project standards and architecture guidelines.
• Investigate and resolve software defects, system issues, and integration challenges reported during development and testing phases.
• Collaborate with technical analysts and cross-functional teams to research problems and implement solutions.
• Track project status, risks, and issues while providing updates to key business and project stakeholders.
• Participate in regular project meetings to support timeline management and milestone tracking for each phase of the upgrade.
