Position Summary
4Consulting, Inc is seeking a qualified Software Developers to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
Essential Duties and Responsibilities
The candidate will be responsible for:
Design, develop, configure, test, and maintain Informatica PowerCenter mappings, sessions, workflows, reusable transformations, and ETL processes to convert legacy Medicaid data into target systems.
Analyze legacy source data and prepare Source-to-Target Mapping (STTM) specifications, transformation rules, technical designs, and complex PostgreSQL SQL/PL/pgSQL for data extraction, transformation, validation, and reconciliation.
Perform data-quality checks, source-to-target validation, row-count reconciliation, duplicate analysis, referential-integrity checks, and conversion testing across Member, Eligibility, Provider, and Claims datasets.
Troubleshoot ETL failures, database issues, and production incidents; conduct root cause analysis, optimize workflow and query performance, resolve defects, and support deployments across development, test, UAT, pre-production, and production environments.
Minimum Qualifications
The position requires:
Education:
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.
Experience:
5+ years of hands-on experience with Informatica PowerCenter, including ETL design, mapping development, workflow management, performance tuning, troubleshooting, and production support.
5+ years of PostgreSQL experience, including complex SQL and PL/pgSQL development, query optimization, data analysis, and database troubleshooting.
5+ years of experience working with Medicaid or MMIS data, preferably across Member, Eligibility, Provider, and Claims domains.
Experience with legacy-to-target data conversion, STTM specifications, data validation, reconciliation, testing, and production support.
Technical Skills:
Informatica PowerCenter, PostgreSQL, SQL, PL/pgSQL, ETL Development, Source-to-Target Mapping (STTM), Data Conversion, Data Reconciliation, Linux/Unix, Git/Azure DevOps
Business / Domain Skills:
Experience supporting large-scale State Government Health and Human Services (HHS) applications, particularly Medicaid, Medicaid Enterprise Systems (MES/MMIS), Medicaid Eligibility and Enrollment, and related public-benefit programs. Experience working within complex government environments involving program-specific business rules, integrated applications, data exchanges, regulatory requirements, and multiple state, federal, and vendor stakeholders.
Experience working with Medicaid Member, Eligibility, Provider, and Claims data, including healthcare data structures, enrollment information, provider records, claims transactions, and associated business rules.
Experience supporting Medicaid modernization and MMIS data-conversion initiatives involving legacy-to-target migration, data mapping, mock conversions, reconciliation, cutover, and production validation.
Experience validating business rules, application workflows, interfaces, data, batch processes, and end-to-end transactions through functional, integration, regression, UAT, and end-to-end testing.
Communication:
Ability to communicate with technical and business stakeholders.
Documentation:
Ability to prepare project documentation, status updates, and deliverables.

Knowledge of healthcare data privacy and security requirements, data-quality standards, and enterprise ETL production support practices.
