Position Overview

Satsyil Corp is seeking a Sr. Technical Project Manager to lead the planning, execution, and delivery of complex technology projects for federal government clients. This individual will oversee cross-functional technical teams, manage project lifecycles from initiation through closeout, and serve as the primary liaison between internal delivery teams and government stakeholders.

The ideal candidate combines strong project management discipline with deep technical fluency across cloud platforms, data engineering, AI/ML, and modern software development. They are equally comfortable facilitating sprint ceremonies, presenting technical solutions to senior government leaders, and making informed decisions about architecture and tooling.

Required Qualifications

Experience

•        Minimum 5 years of experience managing complex technology projects, preferably in a federal government or regulated environment.

•        Proven track record of delivering large-scale software, data, or cloud infrastructure projects on time and within budget.

•        Experience managing full project lifecycles including requirements gathering, planning, execution, monitoring, and closeout.

•        Experience leading multidisciplinary technical teams including software engineers, data engineers, data scientists/ML engineers, DevOps engineers, and QA analysts.

•        Demonstrated strong oral and written communication skills, including experience presenting technical solutions to executive and government stakeholders.

•        Experience with Agile/Scrum methodologies as well as hybrid and traditional (Waterfall) project management approaches.

•        Experience managing project budgets, resource allocation, risk registers, and status reporting.

Required Certifications

•        Project Management Professional (PMP) certification from PMI — Required.

Required Technology Familiarity

The candidate must be familiar with the following technology areas and be able to make informed management decisions about their use. Hands-on proficiency is not required, but a working understanding of how these technologies fit within modern platform architectures is essential.

Key Responsibilities

•        Lead the planning, execution, and delivery of complex technical projects, ensuring alignment with organizational goals and client requirements.

•        Serve as the primary point of contact for government clients, Contracting Officer Representatives (CORs), and senior stakeholders.

•        Manage project scope, schedule, budget, risks, and quality across the full project lifecycle.

•        Facilitate Agile ceremonies (sprint planning, daily standups, retrospectives, demos) and maintain project artifacts including backlogs, burn-down charts, and velocity tracking.

•        Direct cross-functional technical teams across software development, data engineering, cloud infrastructure, AI/ML, and quality assurance.

•        Oversee technology migrations, platform modernization efforts, and cloud adoption initiatives.

•        Prepare and deliver status reports, executive briefings, and technical presentations to government and internal leadership.

•        Manage resource planning, team staffing, and personnel onboarding/offboarding processes.

•        Identify, assess, and mitigate project risks and issues; escalate appropriately when needed.

•        Ensure all deliverables comply with applicable federal regulations, security frameworks, and accessibility standards (Section 508).

•        Drive continuous improvement in project delivery processes, tools, and team performance.

•        Coordinate with vendors, subcontractors, and partner organizations as needed.

Preferred Qualifications

Preferred Certifications

•        Certified ScrumMaster (CSM) or SAFe Agilist — Preferred.

•        AWS Certification (e.g., AWS Certified Cloud Practitioner, AWS Certified Solutions Architect) — Preferred.

•        Generative AI Certification (e.g., AWS Certified AI Practitioner, Google Cloud Generative AI, or equivalent) — Preferred.

Additional Preferred Experience

•        Prior experience managing federal government technology contracts, particularly within data-intensive or research-oriented agencies.

•        Experience with large-scale data platforms, public data dissemination systems, or open data portals.

•        Experience managing Databricks environments at production scale.

•        Familiarity with AI/ML model lifecycle management, including training, evaluation, deployment, and monitoring.

•        Experience with generative AI integration into enterprise workflows and applications.

•        Experience managing technology stack migrations and platform modernization programs.

•        PgMP, PMI-ACP, or ITIL certification.

•        Active or prior federal government security clearance or public trust determination.
