Summary

Functional Purpose:

Evaluates and develops service wide field maintenance support for mail processing, plant, facility, finance, management information systems, building services, building maintenance, and customer service equipment.

Duties and Responsibilities:

  1. Coordinates and participates in the development, analysis, evaluation, and implementation of mail processing, plant, facility, finance, management information systems, building services, building maintenance, and customer services equipment.
  2. Develops and manages programs to evaluate the operation and effextiveness of hardware and software systems, policy compliance, and manages the development of configuration changes for system improvement.
  3. Develops maintenance management and maintenance craft training goals; evaluates effectiveness of training programs; conducts seminars, briefings, and training sessions on assigned projects.
  4. Participates in the preparation of hardware or software support programs and provides estimate of project costs.
  5. Evaluates maintenance impact and determines disposition of employee suggestions from service wide employee suggestion program.
  6. Oversees the prvisioning of repair parts for national maintenance programs.
  7. Coordinates and provides 24 hour, seven days a week, field support to resolve malfunctions or operational difficulties of equipment or structural problems by telephone or on-site visits and ensures that corrective action is taken in a timely fashion to improve equipment, process, and system reliability.
  8. Conducts analysis and evaluates trends, using continuous improvement tools and techniques, to ensure the effective an efficient use of maintenance resources and improve equipment performance and reliability.
  9. Develops, reviews, and revises maintenance performance standards and associated data in order to determine the efficiency and effectiveness of maintenance programs.
  10. Provides technical expertise to the Engineering Change Board in regard to proposed alteration of systems, hardware or software, and processes.  Prepares or evaluates maintenance impact of Engineering Change Requests, including projection of costs and scheduling of propersed changes.
  11. Has frequent contact with equipment manufacturers, supply contractors, and professional organizations for exchange of technical information and evaluation of the latest developments in maintenance methodologies to improve maintenance processes, and equipment performance and reliability.
  12. Provides program oversight and technical guidance to other employees in the implementation of maintenace processes, procedures, and systems.

Requirements:

  1. Knowledge of the maintenance and repair of facilities and equipment, including equipment related to management information systems.
  2. Knowledge of cost estimation procedures.
  3. Ability to coordinate resources and manage projects related to the development, analysis, evaluation, installation of equipment and implementation of maintenance policies.
  4. Ability to develop ad manage programs to evaluate the operation and effectiveness of hardware and software systems, and compliance with maintenance policies.
  5. Ability to coordinate and manage the development of hardware and software system changes.
  6. Ability to coordinate and provide field support to correct equipment malfunctions or structural problems, or other maintenance related deficiencies.
  7. Ability to oversee the provisioning of repar parts fr national maintenance programs.
  8. Ability to communicate orally and in writing to provide technical advice regarding proposed system hardware and software changes, and conduct seminars, briefings, and training sessions.
  9. Knowledge of quality and continuous improvement tools and techniques (e.g. Seven Basic Tools, Lean Six Sigma, etc.).
  10. SPECIAL CONDITION: Willingness to work long hours and irregular schedules both of which may include considerable travel.
  11. Ability to employ analysis of reporting system data in order to make data driven decisions based on performance measures (e.g. total maintenance performance, electrical safety, machine performance) to improve equipment reliability and track compliance with maintenance policies.
