The United States Space Force (USSF) is a military service that organizes, trains, and equips military members and civilians to protect U.S. and allied interests in space and provide space capabilities to the joint force. USSF responsibilities include developing Guardians, acquiring military space systems, maturing the military doctrine for space power, and organizing space forces to present to our Combatant Commands (CCMDs).

The strategic importance of space can't be overstated. Political and humanitarian interests as well as commercial concerns vital to the world economy all rely on space-based systems. Launched in 2019 as the nation's sixth and newest military branch, the USSF was created to protect the interests and assets of America and its allies in this heavily contested realm. The Department of Defense relies on satellites and advanced space-based technology for secure communications, navigation, real-time reconnaissance, precision targeting on the battlefield, early warning of potential missile launches, and even weather forecasting. Guardians and civilians of the USSF are challenged every day to reach new heights in protecting and amplifying these space-based capabilities and defending our way of life by maintaining our edge in space.

The United States Space Force (USSF) at Los Angeles Air Force Base El Segundo CA is searching for an Information Systems Security Manager to support SYD 810 (NH-2210-03, GS-12/13 equivalent).

Description:

System Delta 810's (SYD 810) mission is to deliver timely, resilient environmental and space sensing capabilities to secure victory in joint all-domain operations. It is responsible for providing global space and terrestrial weather forecasting, and critical, actionable environmental surveillance to military operations. The portfolio's end users include Combatant Commands, the 557th Weather Wing, Fleet Numerical Meteorology and Oceanography Center, the Naval Oceanographic Office, and all military branches and intelligence communities.

Act as the principal Information System Security Manager (ISSM) and the delegated cybersecurity technical authority for all assigned mission systems. Provides expert cybersecurity leadership and Information System Security Manager (ISSM) oversight for the Delta 810 mission systems. The cyber lead's mission is to embed cybersecurity into the earliest stages of the acquisition process, influencing system design to manage risk effectively. He will implement the Risk Management Framework (RMF) to achieve and maintain the Authority to Operate (ATO), oversee cyber testing to ensure mission assurance and resiliency against advanced threats.

Ideal Candidate:

Demonstrated experience as an Information System Security Manager (ISSM) or Information System Security Officer (ISSO).

Strong network engineering experience, with a strong understanding of network architecture, routing, and how data traverses complex networks.

Experience analyzing, securing, and authorizing non-traditional data transport methods from remote locations (e.g., utilizing commercial ISPs, VPNs, or satellite communications to connect to DoD networks such as NIPR).

In-depth knowledge of and hands-on experience with the Risk Management Framework (RMF) to achieve system authorizations.

Proven experience using government cybersecurity compliance tools such as eMASS, XACTA, ACAS, STIGs or other DoW compliance tools.

Key Skills and Abilities:

1. Knowledge of a wide range of IT cybersecurity principles, concepts, and methods.

2. Knowledge of the organization's policy and planning formulation process along with its missions and objectives to prepare IT polices and plans.

3. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.

4. Knowledge of system architecture, integration techniques, and testing methods.

5. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.

6. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.

3. Must be able to obtain and maintain a Top-Secret / SCI security clearance.

4. Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.

5. May be required travel away from the normal duty station on military or commercial aircraft.

6. May be required to work overtime on an unscheduled or emergency basis.

7. Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"

8. Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.

9. Information Assurance Certification is a condition of employment (IA Management Level II). This position includes information assurance (IA) work as a paramount duty requirement. Per DoWM 8140.03, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. Failure to receive the proper IA certification may result in removal from this position.

10. Consent to counterintelligence (CI) polygraphs and signature of non-disclosure agreements is a condition of employment. Refusal to sign said agreements or to polygraph will result in termination of employment.

11. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

12. Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
