Summary

GovCIO is currently seeking an EUCOM Lead Systems Engineer.This position will be located in Stuttgart, Germany. This is a Hybrid Position that includes on-site presence and international travel, depending on project requirements.

Responsibilities

The EUCOM Lead Systems Engineer serves as the senior technical lead supporting systems integration, network modernization, and C6ISR initiatives throughout the USEUCOM area of responsibility. Based in Stuttgart, Germany, this position works directly with U.S. Government customers, engineering teams, vendors, and partner-nation stakeholders to translate operational needs into secure, interoperable, and supportable technical solutions.

The Lead Systems Engineer develops and validates system and network requirements, leads technical design and integration activities, and ensures solutions meet contractual, performance, cybersecurity, and customer acceptance requirements. The position supports the full systems engineering lifecycle, including conceptual design, requirements development, architecture, installation, integration, testing, verification, validation, and transition to operations.

Key responsibilities include:
  • Develop quantifiable, traceable system and network requirements based on customer mission needs.
  • Lead system architecture, network design, interface development, and technical integration activities.
  • Coordinate planning, design, installation, configuration, and integration of hardware, software, networks, and supporting infrastructure.
  • Develop and maintain system designs, technical documentation, engineering standards, and implementation procedures.
  • Assess system performance using technical performance measures and recommend corrective actions or performance improvements.
  • Develop requirements verification procedures, test plans, and customer acceptance test procedures.
  • Review and participate in system testing to verify compliance with technical and contractual requirements.
  • Support formal technical reviews, including design reviews, integration events, and customer acceptance activities.
  • Identify and manage technical risks, dependencies, interfaces, and system integration issues.
  • Evaluate emerging hardware, software, OEM products, and alternative technical solutions.
  • Serve as the primary technical liaison with customers and stakeholders to understand, refine, and shape requirements.
  • Provide technical expertise in support of solution development, proposals, and business development activities.
  • Provide technical leadership to multidisciplinary and geographically dispersed engineering teams.

The ideal candidate will have significant experience in systems engineering, enterprise networking, C6ISR, or complex IT integration environments; strong experience in requirements development and verification; and ademonstrated ability to work directly with DoW customers. Experience supporting USEUCOM, NATO, Security Cooperation, Foreign Military Sales, or partner-nation modernization programs is highly desirable.

Qualifications

Required Skills and Experience
  • High School diploma with 9+ years of significant professional experience in systems engineering, network engineering, enterprise IT integration, C6ISR, or related technical disciplines.
  • Active SECRET or NATO SECRET Clearance required at the time of application.
  • IAT Level II Certification (Security+ CE, CCNA Security, CySA+, CASP+, etc.) per DoD 8570.
  • Demonstrated experience leading complex systems engineering or technical integration efforts.
  • Demonstrated experience leading complex systems engineering or technical integration efforts.
  • Experience developing and managing technical requirements from initial customer need through verification and acceptance.
  • Demonstrated ability to translate operational or mission requirements into detailed system and network requirements.
  • Experience designing, integrating, and troubleshooting complex enterprise network and IT environments.
  • Strong understanding of systems engineering lifecycle processes, requirements management, interface management, system integration, verification, validation, and technical risk management.
  • Experience supporting formal engineering reviews such as PDR, CDR, TRR, or equivalent technical review processes.
  • Experience developing or reviewing verification procedures, test plans, acceptance test procedures, and technical evaluation criteria.
  • Knowledge of enterprise networking, routing and switching, network security, compute, storage, virtualization, identity management, and infrastructure services.
  • Demonstrated experience communicating complex engineering issues to both technical and non-technical stakeholders.
  • Experience working directly with government customers or within highly regulated, mission-critical environments.
  • Ability to operate independently and make technically sound recommendations with limited supervision.
  • Ability to manage multiple technical priorities across geographically dispersed projects.
  • Ability to travel throughout Europe and other locations as required.


Preferred Skills
  • Bachelor's degree with 5 years of experience in Systems Engineering, Engineering Management, Computer Science, Information Technology, or a related discipline.
  • Experience supporting USEUCOM, U.S. Army Europe and Africa, PEO C3N, U.S. Department of Defense, NATO, or Security Cooperation programs.
  • Experience supporting Foreign Military Sales or Building Partner Capacity programs.
  • Experience integrating C6ISR, tactical, strategic, or enterprise IT capabilities for U.S. or allied military organizations.
  • Experience working with partner nations and multinational technical teams.
  • Familiarity with NATO interoperability standards and multinational communications environments.
  • Knowledge of DoD cybersecurity requirements, Risk Management Framework processes, Zero Trust principles, and applicable DISA technical guidance.
  • Experience with Cisco, Palo Alto Networks, Fortinet, Microsoft, VMware, Nutanix, Red Hat, or comparable enterprise technologies.
  • Experience with Active Directory, DNS, DHCP, PKI, identity and access management, virtualization, network segmentation, high availability, and disaster recovery architectures.
  • Experience with requirements traceability tools, configuration management systems, Jira, ServiceNow, Microsoft Project, SharePoint, or comparable program and engineering management platforms.
  • Familiarity with Model-Based Systems Engineering, architecture frameworks, requirements management platforms, or digital engineering practices.
  • Relevant technical or professional certifications such as INCOSE ASEP/CSEP, CISSP, CCNP/CCIE, PMP, Security+, Microsoft, VMware, Nutanix, Palo Alto Networks, or Fortinet certifications.
