Job Description:   

  • 84 Months Experience eliciting then analyzing the stakeholder’s business needs using a variety of analysis techniques and converting those into verified and validated functional and non-functional requirements for development 

  • 84 Months Experience in creating and maintaining software development artifacts for communication of requirements, including context diagrams, textual use cases, swim lane diagrams, report specifications, wireframes, user interface specifications, and non-functional requirements specifications 

  • 84 Months Experience facilitating requirement workshops, JAD sessions and structured walkthroughs, conveyed and met 

  • 72 Months Experience managing requirements throughout the Requirements Management Lifecycle, including creation and execution of a Requirements Management Plan, requirements traceability, establishing requirements baselines and managing requirements change control. 

  • 64 Months Experience creating test plans and test cases and working with users on User Acceptance Testing 

  • 64 Months Experience working on Health Care billing systems 

  • CBAP (Certified Business Analysis Professional) certification by the International Institute of Business Analysis (IIBA)

Project: Patient Characteristic Suevey (PCS), Aid to Localities Financial System (ALFS Web), Human Resource Management Systems (HRMS) and other projects as assigned. 

Detailed Job Description: The web-based Patient Characteristic Survey (PCS) is a biennial survey conducted by the Office of Population Health and Evaluation unit of the office of Mental Helath (OMH). The PCS collects demographic, Clinical and Service related information for each person who receives public mental health services and all programs licensed or funded by the NYS OMH are required to complete the survey. The goal of this project is to update the 2027 questions and maintain existing application functionality. ALFS is a web-based OMH-developed application that allows the Office of Mental Health’s Bureau of Community Budget and Financial Management (CBFM) to develop a budget, allocate funds, disburse payments and ensure that funds are expended in compliance with existing laws, regulations and guidelines utilizing shared platforms wherever possible to enhance efficiency of OMH applications. ALFS interfaces with several other systems as listed in the Configuration Items section. Human Resource Management Systems (HRMS) legacy application AS-IS analysis.
