Candidates with GIS experience but no telecom, cable, fiber, or broadband industry background will not be considered.OverviewWe are seeking a Telecom Market Planning & Business Strategy Analyst to support broadband network expansion initiatives through market intelligence, financial analysis, GIS analytics, and strategic planning.
This is
not a traditional GIS Analyst role. The primary focus is helping leadership determine
where the business should invest next and why.The ideal candidate understands how broadband providers evaluate network expansion opportunities, compare potential markets, and make investment decisions based on business outcomes. This role will analyze customer demand, competitive landscapes, cost per passing, capital investment requirements, subscriber growth potential, and overall financial performance to build recommendations that directly influence network expansion strategy.
Candidates should be comfortable discussing the business rationale behind network builds, including why one market is prioritized over another, projected returns, market opportunity, competitive advantages, and long-term growth potential.
Key Responsibilities- Evaluate broadband and telecommunications expansion opportunities across new and existing markets
- Analyze customer, subscriber, demographic, competitive, and GIS datasets to support strategic planning efforts
- Identify underserved, high-growth, and high-return markets for HFC and Fiber expansion
- Develop business cases and executive recommendations supporting network investment decisions
- Perform market-level analysis focused on:
- Cost Per Passing
- ROI
- EBITDA Impact
- Subscriber Growth Potential
- Market Share Opportunities
- Competitive Penetration Analysis
- Capital Investment Requirements
- Compare potential expansion markets and provide data-driven recommendations on where investment dollars should be allocated
- Utilize Python and SQL to analyze large datasets and automate reporting processes
- Develop GIS-based visualizations, models, maps, and dashboards that support business strategy discussions
- Present findings and recommendations to executive leadership and strategic planning teams
- Partner with Engineering, Finance, Market Planning, Operations, and Strategy organizations
- Lead projects from concept through recommendation with minimal oversight
- Translate complex datasets into actionable business decisions and investment strategies
Required Qualifications- 3+ years of experience within the telecommunications, cable, fiber, or broadband industry
- Experience supporting network planning, market planning, strategic planning, or broadband expansion initiatives
- Experience developing business cases and investment recommendations for network expansion projects
- Strong understanding of HFC and Fiber network infrastructure
- Experience analyzing market opportunities, subscriber growth, competitive landscapes, and expansion strategies
- Advanced GIS experience using ArcGIS, QGIS, PostGIS, or similar platforms
- Strong Python experience for analytics and automation
- Strong SQL skills
- Experience presenting recommendations and business insights to senior leadership
- Strong analytical, communication, and problem-solving skills
- Bachelor's degree in Business Analytics, GIS, Engineering, Telecommunications, Data Science, Economics, or a related field
Preferred Qualifications- Experience working for a major cable, broadband, fiber, or telecommunications provider
- Broadband market expansion experience
- Fiber deployment planning experience
- Market intelligence or corporate strategy experience
- Experience evaluating greenfield builds and overbuild opportunities
- Experience building financial models for telecommunications investments
- Network engineering background
- Experience supporting executive-level decision making

Pay and BenefitsThe pay range for this position is $60.00 - $85.00/hr.
