Role Overview

As the Lead Quality Assurance Analyst for the South Carolina Department of Health & Human Services (SCDHHS), you will serve as a critical technical resource for the Systems Applications Integration and Development team. You will lead the quality strategy for the state’s Medicaid Management Information System (MMIS) and Member Management Replacement projects. This is a high-impact role requiring a blend of technical automation expertise, formal test design, and the ability to mentor teams in a change-oriented environment.

Key Responsibilities

  • Strategy & Governance: Define and evangelize QA best practices. Ensure all projects adhere to IT governance standards and provide oversight/approval for vendor-submitted test plans and results.
  • Advanced Test Design: Utilize formal techniques such as Equivalence Class Partitioning and Pairwise Analysis (using tools like PICT) to ensure maximum test coverage with optimal efficiency.
  • End-to-End Execution: Lead Smoke, System Integration (SIT), and User Acceptance Testing (UAT). Perform negative testing and usability assessments to ensure system reliability and security.
  • Automation Leadership: Design and support user interface testing applications and regression software using the Sahi Pro or Selenium frameworks.
  • Stakeholder Collaboration: Translate complex Medicaid policy documentation into actionable test scenarios. Coordinate with architects, developers, and executive leadership to report impediments and resolve defects.

Required Qualifications

  • Experience: 5+ years in Quality Assurance and Quality Control, with at least 5 years specifically focused on translating business requirements/policy into test systems.
  • Technical Skills: 3+ years of hands-on experience with Sahi Pro or Selenium automation frameworks.
  • Methodology: Working knowledge of industry process areas such as CMMI, TMMI, or TPI.
  • Communication: Superb written and oral English skills; must be able to write clear Requirements and Use Cases.
  • Education: Bachelor’s degree in a Technical, Business, or Healthcare field (or equivalent year-for-year experience).

Preferred Skills

  • Domain Expertise: 3+ years of experience in Medicaid or Healthcare operations, including knowledge of X.12 Standards and HIPAA EDI transactions.
  • Project Environments: Proven experience in both Waterfall (SDLC) and Agile delivery models.
  • Tools: Proficiency in the Atlassian Suite (Jira, Confluence).

  • Location: Primary site at 1801 Main Street, Columbia, SC.
  • Environment: Business casual/casual. The team is professional, highly collaborative, and focused on one of the largest IT modernizations in state history.
