The ideal candidate will have experience leading full-cycle ServiceNow implementations, translating business requirements into scalable technical solutions, and delivering solutions aligned with ServiceNow best practices and client objectives. Experience supporting secure government environments and meeting compliance requirements, including FedRAMP and DoD Impact Level 4/5 (IL-4/IL-5), is highly desirable.

Key Responsibilities
ServiceNow SPM Technical Implementation

  • Design, configure, develop, and implement ServiceNow solutions within the SPM suite, including Demand Management, Project Portfolio Management, Resource Management, and Agile Development.
  • Lead, or demonstrate the ability to lead, end-to-end ServiceNow SPM implementations from discovery and technical design through development, testing, deployment, and post-go-live support.
  • Design and develop custom applications, scoped applications, workflows, forms, UI policies, business rules, and other platform components.
  • Develop and maintain client scripts, UI actions, script includes, scheduled jobs, and Flow Designer automations.
  • Translate business requirements into technical specifications, solution designs, and scalable configurations in collaboration with Business Analysts, architects, and stakeholders.
  • Ensure solutions adhere to ServiceNow development best practices, maintainability standards, platform architecture guidelines, and performance requirements.

Development, Integrations, and Platform Engineering
  • Develop and support integrations using REST, SOAP, APIs, IntegrationHub, and other appropriate ServiceNow integration capabilities.
  • Integrate ServiceNow with enterprise systems, including Azure Active Directory (Azure AD), HR, ERP, and monitoring platforms, ensuring secure and reliable data exchange.
  • Develop and configure additional ServiceNow modules, as required, including ITSM, ITOM, HRSD, CSM, and custom scoped applications.
  • Apply hands-on knowledge of JavaScript, Glide APIs, HTML/CSS, and ServiceNow platform architecture to develop and troubleshoot technical solutions.
  • Troubleshoot platform and integration issues, perform root cause analysis, and optimize application performance.
  • Participate in peer code reviews and maintain development and version control standards using tools such as ServiceNow Studio and Git.

Technical Leadership and Project Delivery
  • Lead technical workshops to review solution design, architecture, configuration approaches, and implementation strategies.
  • Provide technical guidance and mentorship to junior developers and project team members.
  • Support end-to-end project delivery, including sprint planning, development, testing, defect resolution, release management, and deployment.
  • Collaborate with Business Analysts, project managers, architects, and client stakeholders to ensure technical solutions meet business objectives.
  • Develop and maintain technical specifications, solution design documents, implementation documentation, and release notes.
  • Ensure solutions meet applicable security, privacy, audit, and compliance requirements, including relevant government security standards.
  • Deliver scalable, maintainable, and user-friendly SPM solutions aligned with client requirements and enterprise standards.

Required Qualifications
  • Bachelor's degree in Computer Science, Information Systems, or a related field.
  • 3–5+ years of hands-on ServiceNow development or technical consulting experience.
  • Deep understanding of Strategic Portfolio Management concepts, including demand management, ideation, resource planning, portfolio management, and prioritization.
  • Proven experience implementing ServiceNow SPM solutions for enterprise clients.
  • Demonstrated experience delivering at least one full-cycle ServiceNow implementation, from discovery and design through deployment and post-go-live support.
  • Strong proficiency in JavaScript, Glide APIs, HTML/CSS, and ServiceNow platform architecture.
  • Hands-on experience developing and configuring ServiceNow applications, workflows, forms, UI policies, business rules, client scripts, script includes, and other platform components.
  • Experience with Flow Designer, IntegrationHub, and Service Portal development.
  • Hands-on experience designing, developing, and supporting ServiceNow integrations using REST, SOAP, and APIs.
  • Experience configuring ServiceNow SPM capabilities, including Demand Management, Project Portfolio Management, Resource Management, and Agile Development.
  • Familiarity with Agile delivery methodologies, including Scrum or SAFe.
  • Strong understanding of ITIL principles and enterprise service management practices.
  • Excellent troubleshooting, debugging, analytical, and problem-solving skills.
  • Strong communication, technical presentation, and client-facing consulting skills.
