Job Title: Senior .NET Solution Architect (Platform Architect)

Role Overview
The Senior Solution Architect -Platform Architect will serve as the technical authority responsible for evaluating, designing, and recommending enterprise-grade solution architectures across Microsoft Power Platform and custom .NET-based solutions for the State of Illinois. This role will lead architectural assessments, define integration patterns, establish technical standards, and provide clear feasibility-driven recommendations aligned with State IT governance, security, and scalability requirements.
The architect will work closely with agency stakeholders, enterprise architecture teams, application development teams, and vendors to ensure proposed solutions are technically sound, integration-ready, and sustainable within Illinois State s existing technology ecosystem.
Primary Responsibilities
Platform Architecture & Evaluation
- Lead comprehensive architectural evaluations of Microsoft Power Platform and custom .NET solution architectures, assessing suitability for enterprise and government use cases.
- Define and evaluate hybrid versus single-platform approaches, including technical trade-offs, constraints, and long-term sustainability.
- Assess platform capabilities related to scalability, extensibility, maintainability, performance, and security.
- Establish technical feasibility for multiple platform combinations and solution approaches.
Integration Architecture
- Design and document integration patterns between selected platforms and existing Illinois State systems.
- Define API-based, event-driven, and service-oriented integration approaches aligned with State standards.
- Evaluate integration complexity, data flow patterns, error handling, and operational resilience.
- Ensure alignment with existing enterprise systems, identity platforms, data sources, and shared services.
Architecture Standards & Governance
- Establish architectural standards and guiding principles for Power Platform, custom .NET, or hybrid architectures.
- Ensure solution designs align with Illinois State IT policies, security controls, and enterprise architecture direction.
- Provide architectural oversight to ensure consistency, reusability, and compliance across solution components.
- Collaborate with governance and review bodies to support architecture approvals and decision-making.
Technical Advisory & Recommendation
- Translate technical findings into clear, defensible recommendations for leadership and decision-makers.
- Present architectural options, risks, and benefits to both technical and non-technical stakeholders.
- Provide expert guidance to inform platform selection, implementation strategy, and phased adoption.
Key Deliverables
- Platform Comparison Matrix
- Detailed comparison of Microsoft Power Platform and custom .NET solutions using defined technical evaluation criteria.
- Solution Architecture Documentation
- End-to-end architecture designs for each evaluated platform option, including components, integrations, and dependencies.
- Integration Architecture Designs
- Detailed integration models illustrating system interactions, data flows, and interface patterns across platforms.
- Technical Feasibility Reports
- Formal feasibility assessments with documented assumptions, constraints, risks, and recommendation rationale.
- High-Level System Design
- Comprehensive high-level system architecture for the recommended solution approach, suitable for executive and technical review.
Required Qualifications
- 10+ years of experience in enterprise application architecture and solution design.
- Demonstrated experience evaluating and architecting Microsoft Power Platform and custom .NET solutions in complex environments.
- Strong expertise in enterprise integration patterns, API design, and system interoperability.
- Proven ability to assess technical feasibility and guide platform selection decisions.
- Experience establishing architectural standards and governance frameworks.
- Excellent documentation, presentation, and stakeholder communication skills.
Preferred Qualifications
- Prior experience working with government or large public-sector organizations.
- Familiarity with regulated environments, compliance considerations, and enterprise security standards.
- Experience designing hybrid architectures combining low-code platforms with custom development.
- Strong understanding of identity, access management, and enterprise data integration.
