Scope of Work/Job Characteristics



The Documentation Specialists/Technical Writers support the program by serving as the primary communication conduit for translating complex technical and business information into clear, accurate, and accessible documentation. This role works closely with cross-functional teams, subject matter experts, and stakeholders to develop and maintain high-quality project artifacts, business requirements, process documentation, and technical publications. The position ensures adherence to Project Management Office (PMO) standards and regulatory requirements while contributing to process improvement, project coordination, and effective knowledge sharing across the program. The core duties of this position are as follows:



Technical Documentation Development:



Develop, maintain, and manage comprehensive IT documentation;



Translate technical or complex information into clear, concise materials for diverse audiences;



Produce technical publications, such as instructional guides, manuals, and product documentation, in collaboration with Development, Quality Assurance (QA), and Technical Support teams; and



Maintain the internal documentation library and oversee special documentation projects.



Quality Review and Information Gathering:



Review, critique, and edit documentation, including design documents, programmer notes, and system overviews;



Interview subject matter experts and technical staff to gather information and develop structured content;



Research drawings, design reports, specifications, and related materials to ensure documentation accuracy and completeness; and



Follow standardized practices to ensure the quality and integrity of all project artifacts.



Business Analysis and Requirements Documentation:



Lead or assist in business requirement gathering sessions;



Work closely with customers, stakeholders, and IT developers to document business requirements;



Produce As-Is, To-Be, and other business analysis documentation;



Develop and support implementation of business process improvement recommendations; and



Make sure that all project artifacts adhere to PMO standards as well as Chapter 60GG-1 of the Florida Administrative Code (F.A.C.).



Stakeholder Communication and Project Support:



Serve as the principal liaison with users and project team members;



Manage expectations of diverse stakeholders and prepare briefings for executives;



Work independently within a cross-functional team environment; and



Support project coordination activities and maintain comprehensive documentation for project planning and execution.



Required Qualifications



A bachelor's degree from an accredited college or university in Computer Science, Information Systems, Technical Writing, Business Administration, or a related field, or three (3) years of equivalent work experience is required. Relevant experience may be substituted for education on a year-for-year basis when applicable.



The Department requires the following experience, skills, and knowledge for this position:



A minimum of three (3) or more years of business or technical writing experience and a working knowledge of multiple software and graphics packages;



A minimum of five (5) or more years of experience working as an IT Business Analyst or similar role using both Agile and Waterfall methodologies;



Demonstrated experience with business and technical requirements analysis, business process modeling or mapping, and methodology development;



Ability to document user stories and write business IT system requirements;



Experience coordinating business users, technical staff, and architects to analyze and define future operation needs based on use case and analysis of alternatives;



In-depth knowledge of business process design and re-engineering;



Ability to coordinate project teams and effectively meet overall objectives;



Experience communicating and working within cross-departmental teams, demonstrating strong collaborative skills;



Excellent computer skills, including Microsoft Word, Visio, PowerPoint, and Excel;



Experience preparing status reports and providing management briefings;



Ability to provide excellent leadership and negotiation skills;



Strong organizational, project management, writing, and editing skills; and



Experience with meeting facilitation and documentation.



NOTE: In addition to the above list, the selected Candidates must successfully complete a Level II Background Check.



Preferred Qualifications



The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:



Proficiency in business intelligence tools (e.g., Power BI, Tableau), data analysis software (e.g., Structured Query Language, Python, R, Statistical Analysis System), project management software (e.g., MS Projects, JIRA Software, Trello), and databases and Enterprise Resource Planning (ERP) systems;



Certifications such as the Certified Business Analysis Professional (CBAP) or the Project Management Institute (PMI) Professional in Business Analysis (PMI-PBA);



Familiarity with software development lifecycle (SDLC) methodologies, such as Agile, Scrum, or Waterfall;



Experience working on state or federal government projects;



Experience working with technical programming teams;



Demonstrates a proactive and positive attitude, taking the initiative to solve complex problems;



Strong communication skills to effectively communicate with diverse stakeholders;



Knowledge of IT standards and security in a criminal justice environment;



Positive team player with a high-energy level and diligent work ethic; and



Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
