Job Summary: Talent Senior ServiceNow Developer is in search of a Program Manager Non-Tech for a contract position in Redmond, WA​. The opportunity will be six months with a strong chance for a long-term extension.


Position Summary: The main function of this role is to plan, direct, or coordinate activities in fields such as engineering, research and development, financial systems, product roll-out, or any other non-IT-based project.

  • Purpose of the Team: The team''s purpose is to provide global governance for alarm management by collaborating with data centre, operations, engineering, and instrumentation teams to evaluate alarms and implement alarm management strategies based on ISA 18.2 standards.
  • Key Projects: This role will contribute to alarm reduction initiatives, alarm suppression features, and the creation and maintenance of an alarm database, while supporting ongoing global alarm review efforts.
  • The ideal candidate will have demonstrated experience across the entire alarm management lifecycle, including concrete examples of analyzing data, implementing alarm changes, and driving global feedback and improvements, rather than experience limited to a single phase or function.


Primary Responsibilities/Accountabilities:

  • Coordinate projects, make detailed plans to accomplish goals, and direct the integration of technical activities.
  • Present and explain proposals, reports, and findings to clients.
  • Recruit employees, assign, direct, and evaluate their work, and oversee the development and maintenance of staff competence.
  • Analyze technology, resource needs, and market demand to plan and assess the feasibility of projects.
  • A typical day in this role begins with reviewing recent alarm flood incidents and recurring alarm trends across supported sites to understand where alarm performance is creating operational risk or inefficiency. The program manager assesses severity, frequency, and impact to prioritize improvement opportunities and determine where engagement with site teams is most needed.
  • Daily work centers on close collaboration with site Operations, Engineering, and Instrumentation/Controls teams. Rather than implementing changes directly, the role facilitates discussions around alarms currently impacting operators, helps teams evaluate improvement options, and drives alignment on changes to alarm design—such as setpoints, delays, deadbands, suppression logic, or state-based alarming—to reduce alarm volume and improve alarm quality.
  • The role actively participates in local and regional alarm management forums, representing the Global Alarm Management Program. In these settings, the program manager ensures proposed changes align with program standards and best practices, clearly articulates expectations, and tracks actions to ensure improvements deliver measurable reductions in nuisance alarms while maintaining safe and reliable operations.
  • In parallel, the program manager partners with the broader Global Alarm Management team to identify site-level improvements that may be candidates for broader adoption. This includes evaluating scalability, risk, and applicability across similar systems and regions, and helping translate local successes into repeatable, global solutions.
  • Throughout the day, the role balances data-driven prioritization, stakeholder coordination, and program oversight—ensuring alarm management initiatives remain focused on outcomes: alarms that support operators by clearly identifying abnormal conditions requiring action, without contributing to alarm fatigue or operational overload.


Qualifications:

  • The candidate will have extensive experience in alarm management and have contributed to projects/programs that reinforce the use of the Alarm Management Lifecycle. Understanding ISA 18.2 and the Alarm Management Lifecycle is crucial, with an emphasis on supporting rationalization and alarm reduction efforts. The candidate should be capable of working cross-functionally to drive actions through data analytics and have the ability to implement improvements globally to increase continuity between sites.
  • Alarm Management Lifecycle Experience: Minimum 2–4 years of hands-on experience applying alarm management principles across the full lifecycle, including rationalization, audits, reviews, and ongoing monitoring within an industrial or critical infrastructure environment. General PM or pure engineering experience alone is insufficient.
  • Data Analysis and Action Translation: Minimum 2–4 years of experience in analyzing alarm data, identifying meaningful patterns and systemic issues, translating findings into clear, prioritized actions, and driving teams to resolution and sustained improvement.
  • Cross-Functional Leadership Without Direct Authority: Minimum 2–4 years of demonstrated ability to lead engineering, operations, and vendor teams without owning technical delivery, enforcing standards, and closing actions.
 

Preferred:

  • Verbal and written communication skills, problem-solving skills, attention to detail, and interpersonal skills.
  • Ability to work independently and manage one''s time effectively.
  • Knowledge of production processes, quality control, costs, and other techniques for maximizing the effective manufacture and distribution of goods.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, and production methods.
  • Proficiency in computer software, such as MS Word, MS PowerPoint, MS Project, Visio, etc.
  • Bachelor''s degree in business administration or a related field.
  • PMI or PMP certification preferred.
  • 2-4 years of experience required.
