Description & Culture

The Office of Cybersecurity ensures the confidentiality, integrity, and availability of SCDHHS systems and services. This is an ongoing project with aggressive timelines, driven by a team of highly productive and experienced professionals. The ideal candidate enjoys complex, change-driven projects and is comfortable working with minimal supervision in an environment where priorities frequently shift. This role requires an individual who can execute technical tasks independently while supporting senior analysts on more complex initiatives.

Daily Duties & Responsibilities

·Report directly to the Office of Cybersecurity SOC lead in a hands-on technical capacity.

·Support agency leadership, business units, partners, and vendors in daily cybersecurity operations.

·Investigate and respond to daily network alerts and analyze on-premise and cloud networks for potential threats.

·Perform network security assessments for proposed firewall and infrastructure changes.

·Review and assess connectivity, website block, and firewall rule requests to ensure they do not present an elevated risk to the agency.

·Conduct technical analysis for network security planning and engineering.

·Develop, review, and analyze network traffic reports to identify violations of approved standards governing Ports, Protocols, and Services.

·Monitor emerging threat vectors and recommend appropriate countermeasures.

·Assist in maturing network security and compliance solutions.

·Ensure strict compliance with ARC-AMPE, HIPAA, and SCDIS-200 frameworks.

·Participate in firewall configuration reviews, ruleset recertification, KPI creation, and trend report monitoring.

·Provide guidance on best practices to technical teams and perform additional SOC duties as assigned.

Required Education & Skills

·Bachelor’s degree in Computer Science, Information Systems, Cybersecurity, or a related field; or equivalent experience.

·Active network security-centric certification such as PCNSE or CCNA.

·3 to 5 years of hands-on experience in network design, implementation, or support.

·Hands-on experience in IT security or system administration.

·Working knowledge of secure network design principles, security architecture, compliance tools, data protection, and access models.

·Proven ability to analyze logs, alerts, and network telemetry.

·Hands-on technical experience with Windows, macOS, and Linux operating systems.

·Experience with switching and routing, enterprise firewalls, network auditing, and IDS/IPS platforms.

·Proficiency with vulnerability scanning tools such as Nessus or Qualys.

·Proficiency with Microsoft Office tools.

Preferred Qualifications

·CISSP or Security+ certification.

·Experience working in regulatory environments, specifically within Health IT or state government.

·Familiarity with FISMA, NIST, CMS ARC-AMPE, and HIPAA security and privacy standards.

·Experience supporting multi-tenant cloud environments, vendor integrations, and cloud network security controls (Azure or AWS).

·Experience with SIEM platforms such as QRadar or Splunk.
