Summary

The IT Lead serves as the primary point of contact for IT projects, operational issues, and service needs for the programs supported under the MTIC contract. This position requires strong technical acumen, exceptional communication skills, and the ability to navigate NASA Agency IT processes while advocating for program needs. The IT Lead applies deep technical expertise, serves as a trusted advisor, and delivers strategic guidance across complex operational and technology-enabled initiatives.

Responsibilities

Program & Agency IT Coordination

  • Manage IT projects, IT service requests, and Helpdesk activities for the supported program
  • Maintain and update Program IT SOPs and IT Plans
  • Interface with NASA Agency IT, advocate for program needs, and escalate issues to NASA program management
  • Facilitate and manage access to NASA information systems and resources
  • Coordinate resolution of application and network connectivity issues
  • Customer, Partner, & Stakeholder Support
  • Coordinate activities related to International & External Partner liaison support
  • Educate users on Program, Enterprise, and Center IT access processes, procedures, and tools
  • Support documentation and discussions related to data breaches
  • Serve as a trusted advisor to customers, project teams, and leadership on complex operational and technology-enabled initiatives
  • Technical Expertise, Strategic Guidance, & SME Contributions
  • Apply technical expertise and provide guidance in assigned IT practice areas
  • Act as a subject matter expert to deliver strategic advice, analysis, and insights
  • Engage in pre-award and pursuit activities, including marketing and business development support for upcoming projects
  • Prepare technical materials such as strategic analyses, commercial documentation, technical provisions, procurement documents, and other materials requiring technical expertise
  • Work with line organization leadership in a senior support role on strategically important client and project pursuits
  • Provide market knowledge, technical input, and strategic positioning to enhance win probability and client satisfaction
  • Guide teams on requirements interpretation, solution framing, and technology implications

Minimum Requirements

  • Strong technical skills and ability to learn new environments, policies, and processes quickly
  • Excellent verbal and written communication skills; capable of clear, concise communication with customers and management
  • Strong organizational discipline, attention to detail, and reliable follow-through
  • Proven ability to work independently and collaboratively on integrated teams
  • Ability to listen, assess needs, frame solution options, and guide actionable recommendations (consulting mindset)
  • Demonstrated ability to collaborate across disciplines, offices, and client organizations to deliver integrated solutions

Preferred Qualifications

  • Experience working with SharePoint
  • Experience developing technical documentation, training, SOPs, and reference material
  • History of serving as a subject matter expert, advisor, or senior technical lead.
  • Experience preparing technical materials for project pursuits or supporting capture/business development activities

Education and Relevant Experience

  • Preferred: Master's degree in a relevant field plus 6 years of related experience
  • In lieu of degree: Minimum of 10 years of relevant experience
  • Alternative: BA/BS degree in an appropriate discipline or equivalent experience, with five (10) years of IT experience
