Hybrid - Business Analyst with Project Manager experience role in Austin, TX

Location: Austin, TX (Hybrid 3 days on-site; subject to increase)

We are seeking a high-caliber Senior Business Analyst with a strong Project Management and Scrum Master background to support the State Health Analytics Reporting Platform (SHARP). This is a critical hybrid role requiring a unique blend of strategic leadership and hands-on technical analysis. You will act as the primary liaison between the Business community, Customer IT Teams, and external vendor development teams to expand state-wide reporting and analytics capabilities.

• Strategic Analysis: Review and evaluate business systems to align with overall business strategies. Lead business process reengineering efforts to identify new applications of technology for business problems.

• Project Leadership: Act as the Scrum Master for the project team. Lead sprint ceremonies, manage the product backlog (Jira), and ensure the vendor development team remains on schedule.

• End-to-End Delivery: Manage the project's Schedule, Budget, and Scope. Prepare solution options, risk assessments, and financial analyses (ROI, Cost/Benefit, Buy vs. Build).

• Technical Liaison: Serve as the central point of contact between in-house developers, vendor teams, and program stakeholders.

• Documentation: Write detailed user stories, program functions, and technical steps required for system modifications. Ensure all Texas Project Delivery Framework deliverables are met.

• Quality Assurance: Perform hands-on QA and Data Analysis on raw data sets to ensure the integrity of the reporting platform.

• 8+ Years: Project Management of enterprise-scale data management projects.

• 8+ Years: Managing Agile projects within State/Federal government or similar large-scale public sectors.

• 8+ Years: Business Analysis, including requirements gathering and business process mapping.

• Education: Bachelor's degree in a related field or equivalent years of experience.

• Technical Proficiency: 5+ years with Jira, Data Analysis (SQL/Raw data sets), and Quality Assurance testing.

• Compliance: 3+ years of experience with the Texas Project Delivery Framework.

• Certifications: PMP, Certified Scrum Master (CSM), or PMI-ACP is a significant plus.

• Communication: Exceptional creativity and latitude in problem-solving; proven ability to present financial and technical risks to executive leadership.
